Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Programs (DDP) plays a crucial role in providing strategic leadership and oversight for the IRC’s programs in Haiti. This position is responsible for ensuring that programs are evidence-based, needs-driven, and effectively implemented. The DDP will oversee the technical quality of programs, manage partnerships, and ensure that the emergency response plan is executed efficiently. Reporting to the Country Director, the DDP will be a key member of the Senior Management Team and will supervise various technical coordinators and grants management. The role requires a strong focus on partnership management, program quality, and business development, ensuring that IRC’s interventions are aligned with the broader humanitarian efforts in the region.

Duties and Responsibilities:
The DDP will be responsible for strategic leadership, including the overall management of IRC Haiti programs, overseeing the implementation of emergency response plans, and leading the transition to a development-focused country program. The DDP will champion a culture of effective partnerships, ensuring local actors are empowered to lead decision-making and service delivery. Responsibilities also include ensuring program quality by aligning with IRC’s Outcomes and Evidence Framework, supporting the development of measurement tools, and promoting a culture of data-driven decision-making. The DDP will maintain oversight of program delivery, ensuring compliance with donor regulations, and will actively engage in business development by identifying funding opportunities and developing competitive proposals. Additionally, the DDP will represent IRC with donors and partners, ensuring effective communication and coordination within the humanitarian sector.

Required Qualifications:
Candidates must have at least 8 years of experience in conflict and humanitarian environments, with significant program leadership responsibilities. A successful track record in delivering programs in complex security" style="border-bottom: 1px dotted #007bff !important;">security environments is strongly preferred. Candidates should demonstrate strategic thinking, prioritization skills, and the ability to analyze complex issues rapidly. Strong leadership, people management, and interpersonal skills are essential, along with experience in coordination and relationship building with key stakeholders. Familiarity with IRC’s core programming areas, including health, WASH, cash, and protection, is highly desirable. Excellent oral and written communication skills in English and French are required, along with proficiency in MS Office applications.

Educational Background:
A relevant advanced degree in international development, public health, social sciences, or a related field is preferred. Candidates should have a strong academic background that supports their ability to manage complex programs and lead teams effectively.

Experience:
Candidates should possess a minimum of 8 years of relevant work experience in humanitarian settings, with a focus on program leadership and management. Experience in emergency response and recovery programs, particularly in conflict-affected areas, is critical. Proven ability to work in challenging environments and manage multiple priorities is essential.

Languages:
Fluency in both English and French is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, but English and French are the primary languages required for effective communication and documentation.

Additional Notes:
This position is based in Port-au-Prince, Haiti, with local travel to partner project sites as security and access permit. The role is full-time and may involve working in a complex and dynamic environment.
