Job Overview: The Director, Finance & Operations (DFO) will play a crucial role in managing the financial and operational aspects of the EpiC project in Haiti. This position is responsible for ensuring compliance with financial regulations set by FHI 360 and the U.S. Department of State. The DFO will lead the development of budgets, oversee financial reporting, and monitor expenditures to ensure that resources are allocated effectively. The role also involves managing sub-awards, providing technical support to sub-recipients, and ensuring that all financial activities align with project goals. The DFO will work closely with various stakeholders, including the National AIDS Control Program and other governmental bodies, to ensure that the project meets its objectives in combating HIV and other infectious diseases in Haiti.
Duties and Responsibilities: The DFO will be responsible for a wide range of duties, including but not limited to: developing budgets and financial reports, monitoring program expenditures, maintaining financial filing systems, conducting revenue forecasting, and preparing monthly financial reports. The DFO will oversee sub-award management and compliance, providing capacity development to sub-awardees. The position requires reviewing payment requests for accuracy and compliance with FHI 360 policies, posting transactions in the financial accounting system, and liaising with auditors. The DFO will also develop procurement plans, manage logistical support for travel, and ensure that all operational functions are effectively coordinated. Additionally, the DFO will supervise a team responsible for finance, administration, and operations, fostering a positive team environment and building relationships with donors and stakeholders.
Required Qualifications: Candidates must possess a Master's level degree in Accounting, Finance, or a related field, or an equivalent qualification. A Certified Public Accountant (CPA) designation or other relevant professional certification is preferred. The ideal candidate will have a minimum of 12 years of experience in accounting, operations, and financial management, with at least 6 years in a leadership role within a finance department. Experience with USG cost principles and PEPFAR regulations is essential, along with demonstrated skills in budget management and financial reporting.
Educational Background: A Master's degree in Accounting, Finance, or a related field is required. Candidates with a PhD or equivalent qualifications will also be considered. Professional certifications such as CPA are highly desirable and will enhance a candidate's application.
Experience: The position requires a minimum of 12 years of relevant experience in financial management, with at least 6 years in a supervisory role. Candidates should have experience in managing large-scale international development programs, particularly in the health sector. Experience in developing and implementing financial policies and procedures is also necessary.

Additional Notes: This position is open to Haitian nationals and will be based in Port-au-Prince, Haiti. The expected salary range for this role is between USD 70,000 and 90,000 annually, depending on experience and qualifications.
