Job Overview:
The Information Management Officer plays a crucial role in managing, analyzing, and disseminating data related to DRC's program activities and the populations it serves. This position is essential for ensuring that reliable, high-quality, and comprehensive information is available to support the development of an evidence-based humanitarian response. The officer will be responsible for developing effective data collection tools and methodologies, as well as designing and managing database systems for data management and analysis. The role requires collaboration with various departments to enhance the product based on feedback, conducting data analysis to identify trends and patterns, and providing valuable insights for informed decision-making. Additionally, the officer will support team leaders in the technical application of the database, assist program colleagues with technical difficulties, and provide training on the Information Management (IM) system. The officer will also generate monitoring reports, perform data quality checks, and ensure that beneficiary information is consolidated and up-to-date, thereby contributing to the overall effectiveness of DRC's programs.

Duties and Responsibilities:
The Information Management Officer will have a comprehensive set of duties and responsibilities, including but not limited to: developing effective data collection tools and methodologies; designing and managing database systems for data management and analysis; maintaining and administering the DRC beneficiary database; implementing functional features and user interfaces such as dashboards and databases; collaborating with other departments to improve products based on feedback; conducting data analysis to identify pertinent variables, trends, and patterns; supporting team leaders in the technical application of the database; assisting program colleagues with technical difficulties or questions regarding the IM system; providing training for colleagues on how to use the IM system; generating monitoring reports and performing backup operations; contributing to the formatting and development of documents regarding collected data; performing weekly data quality checks of the database; ensuring that beneficiary information is consolidated into one database and is up-to-date; identifying missing data and following up with team leaders; supporting the provision of beneficiary lists and data for monitoring activities, including Post-Distribution Monitoring (PDM) and evaluation reports; applying data program techniques and procedures; and ensuring that all data is protected and confidential in accordance with DRC’s Information Management Standard Operating Procedures (SoPs).

Required Qualifications:
To be considered for this position, candidates must possess a university degree in Information Technology, Information Systems, Statistics, Social Sciences, or a relevant field. Additionally, candidates should have knowledge of data collection applications such as KoBo and Survey123, and must demonstrate advanced proficiency in the English language, as well as fluency in Ukrainian. A confident user of MS Word, Excel, PowerPoint, and Outlook is essential, along with proven abilities in data collection, compilation, analysis, and reporting. Candidates should be able to write clearly and concisely and possess effective oral communication skills. Proficiency in ArcGIS Dashboard and Experience Builder is a key requirement for this role.

Educational Background:
Candidates applying for the Information Management Officer position are required to have a university degree in a relevant field, which may include Information Technology, Information Systems, Statistics, or Social Sciences. This educational background is crucial as it provides the foundational knowledge and skills necessary for effective data management and analysis, which are central to the responsibilities of the role.

Experience:
The position requires candidates to have at least 2 years of experience in developing data collection and analysis tools, particularly within the Esri / ArcGIS Online environment. Familiarity with database management and SQL database administration is also desirable, as it enhances the candidate's ability to effectively manage and analyze data.

Languages:
For this position, proficiency in the English language is mandatory, with an advanced level of understanding required. Additionally, fluency in Ukrainian is essential, as it enables effective communication and collaboration within the local context. Knowledge of other languages may be considered an asset, but the primary focus will be on English and Ukrainian proficiency.

Additional Notes:
The contract for this position includes a 3-month probation period, with the possibility of extension until December 31, 2026, depending on performance. The position is classified as Band H, which is a non-managerial designation. The duty station for this role is Kyiv, and the anticipated start date is May 1, 202
