Job Overview:
The Technical Officer (TO), Polio will play a crucial role in supporting the implementation of the STRengthening Infectious Disease DEtection Systems (STRIDES) Activity, specifically focusing on polio eradication efforts. This position involves working closely with the Technical Advisor, Polio, to ensure that all polio-related activities are in alignment with global health guidelines, national policies, and donor regulations. The TO will provide technical support to regional and country teams, addressing operational challenges and adapting interventions to meet evolving epidemiological contexts. A significant aspect of this role includes capacity strengthening, where the TO will mentor and provide technical assistance to local partners and government counterparts in areas such as polio surveillance, laboratory operations, and data quality. Additionally, the TO will assist in developing tools and resources that enhance the STRIDES polio portfolio, ensuring effective communication and coordination with various stakeholders, including donors and technical groups.

Duties and Responsibilities:
The Technical Officer will be responsible for a variety of tasks including: supporting problem-solving for moderately complex issues, maintaining effective working relationships with stakeholders, providing input to technical leadership, assisting in the implementation of the STRIDES Polio Activity plan, coordinating with technical and programmatic staff, providing logistical and technical support to field staff, monitoring local subcontractors, contributing to planning discussions, assisting in the development of strategies and tools, supporting training sessions, compiling donor technical reports, preparing presentations for donors, and ensuring quality assurance of technical deliverables. The TO will also be involved in identifying risks to technical deliverables and contributing to mitigation planning, ensuring that all activities are carried out in accordance with best practices and organizational policies.

Required Qualifications:
Candidates must possess a strong background in public health, particularly in areas related to disease eradication and surveillance. The ideal candidate will have a working knowledge of polio eradication efforts, including surveillance and laboratory services. Strong analytical and problem-solving skills are essential, along with the ability to communicate effectively with colleagues and partners. The TO should be able to exercise sound judgment and maintain effective working relationships with internal and external stakeholders. Familiarity with organizational policies and practices is also important.

Educational Background:
A Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field is required. Additionally, Project Management (PM) Certification is considered a plus, enhancing the candidate's qualifications for this role.

Experience:
The position typically requires at least 6 years of relevant experience in designing and evaluating programs or services, with a focus on public health initiatives. Candidates should have a minimum of three years of experience specifically related to polio eradication programs and managing large-scale public health initiatives. Experience in developing countries and familiarity with polio surveillance and eradication efforts are crucial. Prior work experience in NGOs, government agencies, or private organizations engaged in polio eradication is highly desirable.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Knowledge of Juba Arabic or other local languages is highly desirable, especially for roles that involve direct engagement with local communities, enhancing communication and understanding.

Additional Notes:
This position may require local and regional travel, estimated at 10% to 25%. The expected hiring range for this role is between USD 30,000 and 40,000 annually, depending on the candidate's experience and qualifications.
