Job Overview:
The Investigation Officer position is a compliance role within the Inspection Panel of the World Bank, which serves as an independent accountability mechanism for individuals and communities adversely affected by World Bank financed projects. The role involves managing cases related to compliance with environmental and social safeguard policies and standards. The Investigation Officer will provide technical expertise and support the Inspection Panel in assessing and analyzing case materials throughout various phases of the Panel's work. This includes engaging with stakeholders such as Requesters, communities, government officials, and Bank management, as well as contributing to the preparation of advisory reports and other documentation. The position requires global travel to support Panel cases and outreach programs, emphasizing the importance of collaboration and communication with diverse stakeholders.

Duties and Responsibilities:
The main responsibilities of the Investigation Officer include conducting detailed background research and analysis to inform the Panel’s decision-making process during registration, eligibility, investigation, and verification stages. The officer will collate and assess data and information for Panel reports, provide technical expertise on environmental issues, review and fact-check documents focusing on environmental risks and compliance, and advise on the interpretation of environmental and social policies. The role also involves participating in field visits, leading the drafting of various reports, organizing logistical arrangements for field missions, engaging with affected communities and stakeholders, and supporting outreach activities. The Investigation Officer will work under the guidance of the Panel’s Chairperson and senior staff, contributing to the creation and dissemination of knowledge and lessons learned.

Required Qualifications:
Candidates must possess an advanced degree (Master’s or equivalent) in environmental sciences, engineering, management, or policy, along with at least 6 years of relevant experience in international development. A strong understanding of the World Bank's Environmental and Social policies or those of other Multilateral Development Banks is essential, as is knowledge of independent accountability mechanisms and compliance work. Candidates should demonstrate operational experience in managing environmental assessments and implementing mitigation measures, as well as the ability to draft technical documents and articulate arguments related to environmental and social issues. Strong coordination, organization, and interpersonal skills are required, along with excellent writing and communication abilities in English.

Educational Background:
An advanced degree (Master’s or equivalent) in environmental sciences, environmental management, or environmental policy is required for this position. This educational background is crucial for understanding the complexities of environmental issues and the policies that govern them, as well as for effectively engaging with various stakeholders involved in the World Bank's projects.

Experience:
Candidates should have a minimum of 6 years of relevant experience in international development, particularly in roles that involve environmental compliance and assessment. Experience in managing projects from inception to conclusion, as well as direct participation in environmental assessments and the application of safeguard policies, is highly valued. The ability to manage multiple tasks under tight deadlines and demonstrate initiative is also essential.

Languages:
The mandatory language for this position is English, which is required for effective communication and documentation. While not specified, proficiency in additional languages may be considered advantageous, particularly in regions where the World Bank operates, as it can facilitate better engagement with local communities and stakeholders.
