  • The Nepal Country Office (NCO) operates across four key outcome areas: Sustainable Economic Transformation, Inclusive Human Development, Environmental Sustainability, and Governance and Participation. UN Women collaborates with various partners, including government entities, civil society organizations, international development partners, and private sector actors to implement a wide range of programs and projects.

Job Overview:
The Monitoring and Reporting Analyst will play a crucial role in supporting the Nepal Country Office (NCO) by integrating monitoring and reporting into program formulation and tracking progress against Strategic Plan targets. This position involves facilitating the development of monitoring indicators, work plans, and field monitoring plans, as well as incorporating findings from monitoring and evaluation into program formulation. The Analyst will also contribute to annual work plan monitoring, provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), and ensure compliance with donor agreements. The role requires coordination with the Programme Team to standardize data collection and analysis, monitor partner data, and support the monitoring of results and planning processes. Additionally, the Analyst will be responsible for drafting and implementing the NCO’s Monitoring, Evaluation, and Research Plan, ensuring that results are reported to both internal and external audiences, including senior management and donors. The position also involves contributing to knowledge building and capacity development within the organization and among partners, promoting awareness of monitoring and evaluation responsibilities.

Duties and Responsibilities:
  • Support the incorporation of monitoring and reporting into program formulation, including the development of monitoring indicators and work plans.
  • Facilitate the integration of monitoring and evaluation findings into program formulation and annual work plan monitoring.
  • Provide technical support to partners in developing PMFs and conducting baseline surveys.
  • Monitor data collection and analysis from field visits, ensuring coordination across programs.
  • Track partner data on a quarterly basis and provide inputs for management briefs.
  • Monitor donor fund spending and program expenditures.
  • Draft and implement the NCO’s Monitoring, Evaluation, and Research Plan.
  • Facilitate internal and external reporting processes, ensuring compliance with deadlines and quality assurance of reports.
  • Collect and maintain data for corporate reports, mid-term reviews, and evaluations. 1
  • Coordinate the implementation of UN Women’s Evaluation Policy and provide guidance on evaluations. 1
  • Identify and disseminate good practices and lessons learned from monitoring and evaluation activities. 1
  • Develop capacity development tools and facilitate training opportunities for staff and partners in Results Based Management (RBM) and Monitoring and Evaluation (M&E). 1
  • Promote awareness of M&E responsibilities among staff through communication and training activities. 1
  • Lead a team of two M&E Officers and supervise part-time consultants as needed.

Required Qualifications:
  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Project Management, or Gender/Women Studies is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Project/programme management certification (such as PMP®, PRINCE2®, or MSP®) or training in RBM, monitoring, and evaluation is an advantage.
  • At least five years of progressively responsible experience in monitoring and evaluation of development projects/programmes at the national or international level is required.
  • Experience in the United Nations systems is desirable, along with field experience.
  • Proficiency in using computers and office software packages (MS Word, Excel, etc.) and experience with web-based management systems is required.
  • Knowledge of Quantum and PRISM is an added advantage.
  • Experience in gender-responsive monitoring and evaluation is also beneficial.

Educational Background:
The position requires a Master’s degree (or equivalent) in relevant fields such as Political or Social Science, Economics, International Development Studies, Project Management, or Gender/Women Studies. A first-level university degree may be accepted in combination with additional qualifying experience. Certifications in project/programme management or training in RBM, monitoring, and evaluation are considered advantageous.

Experience:
Candidates must have at least five years of progressively responsible experience in monitoring and evaluation of development projects or programmes, ideally at both national and international levels. Experience within the United Nations system is desirable, and field experience is also beneficial. Proficiency in using various software and web-based management systems is required, along with experience in gender-responsive monitoring and evaluation.

Languages:
Fluency in English is required, along with fluency in a local language. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.

The position is full-time and involves supervisory responsibilities, leading a team of two M&E Officers and supervising part-time consultants.
