Job Overview:
The MEL Framework Manager is responsible for the comprehensive development and implementation of a robust Monitoring, Evaluation, and Learning (MEL) framework. This role includes establishing a solid database to track and analyze both quantitative and qualitative data effectively. The insights gained from this analysis will guide the overall education programming and its implementation. Duties and Responsibilities:
The MEL Framework Manager will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Developing and implementing a robust MEL framework that aligns with VSO's strategic objectives.
  • Establishing and maintaining a comprehensive database for tracking project performance and outcomes.
  • Conducting regular analysis of quantitative and qualitative data to assess program effectiveness and impact.
  • Collaborating with program teams to ensure that MEL activities are integrated into all stages of project implementation.
  • Providing training and support to staff and volunteers on MEL practices and tools.
  • Preparing and presenting reports on MEL findings to stakeholders, including donors and partners.
  • Ensuring compliance with VSO's policies and procedures related to monitoring and evaluation.
  • Identifying best practices and lessons learned to inform future programming and enhance organizational learning.

Required Qualifications:
Candidates must possess a strong background in monitoring and evaluation, with a proven track record of developing and implementing MEL frameworks in a development context. Familiarity with data analysis tools and methodologies is essential. The ideal applicant should demonstrate strong analytical skills, attention to detail, and the ability to communicate complex data in an accessible manner. Additionally, candidates should have experience working in multicultural environments and a commitment to VSO's mission and values.

Educational Background:
A bachelor's degree in a relevant field such as social sciences, international development, or statistics is required. A master's degree in a related discipline is preferred and may enhance the candidate's prospects. Relevant certifications in monitoring and evaluation or data analysis would be advantageous.

Experience:
The position requires a minimum of 5 years of experience in monitoring and evaluation, preferably within the non-profit or international development sector. Languages:
