Job Overview:
The Associate Director – Programs and Operations will play a crucial role in the EpiC Nepal Project, working under the supervision of the EpiC Project Director/Country Representative. This position is responsible for overseeing project start-up in expansion areas, ensuring quality assurance in field-level implementation, monitoring, reporting, and budget management. The Associate Director will collaborate closely with technical, finance, and operations staff to ensure compliance with internal and external regulations, including adherence to budget, scope, and schedule requirements. The role also involves cultivating strong working relationships with government and non-government stakeholders, planning and directing schedules, and monitoring budget/spending. The Associate Director will be instrumental in selecting, developing, and evaluating personnel to ensure efficient project implementation and will serve as a liaison between staff and the organization’s administrative, technical, and enterprise services, maintaining smooth operations between headquarters and field offices.

Duties and Responsibilities:
The key responsibilities of the Associate Director include supporting the EpiC Nepal Country Representative to ensure efficient, compliant, timely, and results-oriented project implementation. The Associate Director will lead project management functions, including the development of structured annual workplans, tracking performance, budgets, deliverables, and reporting. They will manage, implement, and monitor systems, services, staff, and budgets to achieve financial, administrative, and project goals. The role requires cultivating strong working relationships with local, national, and international stakeholders, including the US Department of State/US Embassy and local implementors. The Associate Director will support the Project Director/Country Representative in responding to donor and HQ requests, oversee partnerships, and ensure strong communication and collaboration. Additionally, they will assist project staff in writing protocols, papers, and reports, and disseminating lessons learned. The Associate Director will collaborate with the Project Director to identify opportunities for new project initiatives and funding, support recruitment and orientation of project staff, and troubleshoot project implementation issues as they arise.

Required Qualifications:
Candidates must possess a Master’s degree in Management, Public Health, or a related field, with five to seven years of experience in project management, including cross-cultural communications and familiarity with US Government rules and regulations. Alternatively, a bachelor’s degree in a relevant field with seven to ten years of related experience is acceptable. Project Management (PM) certification is preferred. The ideal candidate will demonstrate leadership qualities, with depth and breadth of program, operations, and management expertise. Proficiency in managing multiple tasks in a virtual work environment is essential, along with excellent interpersonal, organizational, communication, coordination, collaboration, team building, and problem-solving skills. Experience with Microsoft Office tools is an advantage.

Educational Background:
The educational background required for this position includes a Master’s degree in Management, Public Health, or a related field such as Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, or Human Development. A bachelor’s degree in a relevant field is acceptable if accompanied by extensive experience in project management.

Experience:
The position requires five to seven years of experience in project management for candidates with a Master’s degree, or seven to ten years for those with a bachelor’s degree. Candidates should have experience in cross-cultural communications and familiarity with US Government rules and regulations, along with three years of line management experience. The role also requires 10%–25% travel, indicating the need for flexibility and adaptability in managing tasks across different teams and time zones.

Languages:
Excellent oral and written communication skills in English and Nepali are mandatory for this position. Documentation skills in both languages are essential, as the role involves writing protocols, reports, and disseminating project information. Knowledge of additional languages may be considered an asset but is not explicitly required.
