Job Overview:
The Consultant position is part of UNESCO's emergency assistance program for Ukraine, specifically focusing on the ongoing projects in Odesa. The role is crucial in addressing the damage caused by repeated attacks on the city, which have threatened its historic buildings. The Consultant will be responsible for supporting the implementation of UNESCO's interventions at identified damaged cultural buildings, including 'The House of Scientists'. This involves providing technical advice, preparing project documentation for urgent repair works, and supervising the design and implementation of subsequent works at these sites. The Consultant will work closely with various stakeholders, including national and local authorities, to ensure compliance with national standards and regulations, and will oversee the quality assurance of the works conducted.

Duties and Responsibilities:
The Consultant will perform a variety of tasks under the supervision of the Head of UNESCO Antenna in Ukraine and the Chief of Unit in the Culture Sector. Key responsibilities include: coordinating with national, regional, and local authorities; conducting consultations with stakeholders; overseeing detailed condition assessments of damaged cultural buildings; checking documentation for urgent interventions; providing quality assurance and monitoring of works; ensuring compliance with safety and security requirements; documenting executed works; assisting in procurement procedures; conducting market mapping for product availability and costs; certifying the completion of works; and supporting the submission of necessary documentation to Ukrainian authorities. The Consultant will be expected to work on a full-time basis in Odesa and submit monthly reports on progress and activities.

Required Qualifications:
Candidates must possess an advanced university degree (minimum master's degree or equivalent) in civil engineering, construction engineering, architecture, or related fields, with a preference for training in heritage conservation. Additionally, a minimum of five years of relevant work experience in architectural design and/or structural engineering is required, particularly in the repair, construction, or rehabilitation of existing buildings. Experience with cultural heritage sites is preferred, along with knowledge of project management processes and national construction norms and standards. Candidates should demonstrate the ability to manage information confidentially, adapt to changing priorities, and work independently with thoroughness and care.

Educational Background:
The educational requirement for this position includes an advanced university degree, which is typically a master's degree or equivalent, in civil engineering, construction engineering, architecture, or other relevant areas. Training in heritage conservation is preferred, indicating a focus on preserving cultural heritage in the context of construction and engineering.

Experience:
The position requires a minimum of five years of relevant work experience in architectural design and/or structural engineering. Candidates should have specific experience in the repair, construction, and rehabilitation of existing buildings, particularly on cultural heritage sites. Experience in design implementation, monitoring, site supervision, and quality assurance is essential, as well as familiarity with the reconstruction and stabilization components of national or regional construction projects.

Languages:
Candidates must have excellent knowledge of Ukrainian, both written and spoken, and a good knowledge of English. Proficiency in these languages is crucial for effective communication with stakeholders and for the documentation of works.

The contract duration is from 18 May 2026 to 18 November 2026, with the possibility of extension subject to satisfactory performance and availability of funds. The position is full-time and requires the Consultant to be based in Odesa, working closely with UNESCO teams in Ukraine.
