Duties and Responsibilities:
Conduct a comprehensive assessment of the existing legal aid framework in Samoa, identifying strengths, weaknesses, and areas for improvement.
Develop clear and actionable guidelines and processes for the implementation of the Samoa National Legal Aid Policy.
Facilitate capacity-building workshops and training sessions for legal practitioners and stakeholders involved in the legal aid system.
Collaborate with local authorities, NGOs, and community organizations to ensure the guidelines are culturally relevant and effectively address the needs of the population.
Provide ongoing support and consultation to stakeholders during the implementation phase of the guidelines.
Prepare and submit detailed reports on the progress of the consultancy, including recommendations for future actions.
Engage with the UNDP team to align the consultancy outputs with broader project objectives and ensure compliance with UNDP standards.
Required Qualifications:
Proven expertise in legal aid systems and access to justice issues, particularly in the context of developing countries.
Strong understanding of the legal framework in Samoa and familiarity with the Samoa National Legal Aid Policy.
Excellent facilitation and training skills, with experience in capacity building for legal practitioners.
Strong analytical and problem-solving skills, with the ability to assess complex legal frameworks and propose practical solutions.
Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
Educational Background: A Master's degree in Law, Public Policy, International Development, or a related field is required. Additional certifications or training in legal aid, human rights, or capacity building will be considered an asset.
Experience: A minimum of 5 years of relevant professional experience in legal aid, access to justice, or related fields is required. Experience working with international organizations, particularly in the Pacific region, is highly desirable. Proven track record of developing guidelines, policies, or training materials in the legal sector is essential.
Languages: Fluency in English is mandatory. Knowledge of Samoan or other Pacific languages would be an advantage, as it would facilitate better communication with local stakeholders and enhance the effectiveness of capacity-building efforts.
