Job Overview:
The National Consultant will play a crucial role in developing a Technical Guidance on Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) preparedness for district-level health sector plans. This consultancy aims to integrate the Minimum Initial Service Package (MISP) into these plans, ensuring that health sectors are prepared to respond effectively during emergencies. The consultant will report to the Programme Analyst, Humanitarian, and will be responsible for creating a comprehensive framework that connects high-level policy with practical execution at the district level. The work will involve conducting assessments, developing guidelines, and identifying financing mechanisms to support SRH/GBV preparedness. The consultant will also engage with various stakeholders, including the Ministry of Health and local governments, to validate and disseminate the developed guidelines. The expected outputs include a National-level MISP Readiness Assessment Report and a comprehensive technical guide for SRH/GBV preparedness, which will be utilized by health officials and humanitarian actors.

Duties and Responsibilities:
The consultant will undertake several key phases of work: Phase I involves conducting a National MISP Readiness Assessment to evaluate the national coordination capacity and financing mechanisms for SRH/GBV services during emergencies. This includes identifying early warning indicators and analyzing budgetary barriers. Phase II focuses on developing a Technical Guideline that integrates Anticipatory Action (AA) and outlines operational procedures for SRH/GBV preparedness. Phase III will involve creating a standardized costing tool for SRH/GBV preparedness components and mapping potential financing mechanisms. Finally, Phase IV will include presenting draft outputs in validation workshops and finalizing the technical guidelines based on feedback. The consultant is expected to deliver tangible results, including reports and guidelines that will serve as essential resources for health sector preparedness.

Required Qualifications:
Candidates must possess a Master’s degree in Public Health, Demography, Gender, or related Social Sciences. Additionally, a minimum of three years of experience in developing national guidelines or relevant products is required. Experience in humanitarian coordination, financial schemes, and public health is essential. Familiarity with government planning mechanisms in emergency relief management is also necessary. Excellent communication and interpersonal skills are crucial for effective collaboration with various stakeholders.

Educational Background:
The position requires a Master’s degree in a relevant field such as Public Health, Demography, Gender, or other related Social Sciences. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to develop effective technical guidance on SRH/GBV preparedness.

Experience:
The consultant should have at least three years of relevant experience, particularly in developing national guidelines, concept notes, or similar products. Experience in humanitarian coordination and public health is highly desirable, as is familiarity with financial schemes and government processes related to emergency management.

Languages:
Fluency in both English and Bahasa Indonesia is mandatory for this position. Proficiency in these languages is essential for effective communication and the development of technical documents in the local context.

The consultancy is expected to last for 50 workdays over approximately four months, from April to August 202

  • The consultant will be required to develop the technical guidance in the Indonesian language, with a summary provided in English. All materials produced will remain the property of UNFPA, and the consultant must provide soft copies of all deliverables for verification.
