Job Overview:
The Program Deputy Field Coordinator (P-DFC) is responsible for supervising the implementation of programs in the Mykolayiv Region of Ukraine. This role is crucial in aligning with SI's annual country strategy and adapting to the evolving humanitarian needs in the area. The P-DFC will support the design and implementation of new projects, ensuring high-quality project execution through direct management of Program Managers. Additionally, the P-DFC will assist the Field Coordinator (FC) in representing the organization in external meetings as delegated. The position is set against the backdrop of a challenging operational environment due to ongoing conflicts, requiring a balance between emergency response and early recovery interventions. The P-DFC will play a key role in the strategic planning for the region, particularly in the development of a three-year strategy for 2027-2029, while maintaining program quality and accountability mechanisms.

Duties and Responsibilities:
The P-DFC will oversee the following duties and responsibilities:
  • Supervise the implementation of programs in the Mykolayiv Region, ensuring alignment with SI's strategic objectives.
  • Manage and support Program Managers in their project execution, providing guidance and oversight to ensure quality outcomes.
  • Collaborate with the Field Coordinator on strategic planning, particularly in the development of the three-year strategy for the region.
  • Monitor and evaluate program effectiveness, making adjustments as necessary to meet the needs of the population.
  • Engage in external representation of SI in meetings and discussions, advocating for the organization's mission and objectives.
  • Facilitate communication and coordination among team members and stakeholders to enhance program integration and effectiveness.
  • Address security" style="border-bottom: 1px dotted #007bff !important;">security constraints and ensure the safety of staff while maintaining access to beneficiaries.
  • Support the empowerment and development of the Program and MEAL teams following any organizational restructuring.
  • Follow up on submitted proposals and partnership strategies to ensure successful funding and collaboration.

Required Qualifications:
Candidates must possess the following qualifications:
  • A bachelor's degree in a relevant field.
  • A minimum of 3 years of experience in the humanitarian sector.
  • At least 1 year of experience in a similar position, demonstrating capability in humanitarian program management.
  • An engineering background or education in WASH (Water, Sanitation, and Hygiene) or a related technical field is considered an asset.
  • Strong project management skills and knowledge of SI's sectors of intervention, including WASH, Shelter, Food Security and Livelihoods (FSL), and Rapid Response Mechanism (RRM).
  • Experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) and grants management is a strong asset.
  • Proven experience in partnership implementation is also advantageous.

Educational Background:
The educational background required for this position includes a bachelor's degree in a relevant field, which may encompass areas such as international development, public health, engineering, or social sciences. Additional certifications or training in project management, humanitarian response, or specific technical fields related to WASH and Shelter may enhance a candidate's profile.

Experience:
The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. Candidates should have a demonstrated history of managing humanitarian programs effectively, showcasing their ability to navigate complex operational environments and respond to the needs of affected populations.

Languages:
Proficiency in English is mandatory for this position. Knowledge of French is considered an asset, as it may facilitate communication with international partners. Additionally, proficiency in Ukrainian or Russian is advantageous, given the local context and the need for effective communication with beneficiaries and local stakeholders.

Additional Notes:
This position is a short-term contract with a duration of 6 months, starting on April 1, 2026, with the possibility of extension. The role is based in Mykolayiv, Ukraine, and involves working under challenging conditions due to ongoing security threats. The compensation package includes a gross monthly salary starting from EUR 2475, which consists of a base salary and an annual leave allowance. Additionally, a monthly Per Diem of EUR 700 is provided, along with coverage for accommodation and travel expenses. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. The organization implements a system of work breaks, allowing for time off after every three months of work, along with additional rest days accrued monthly.
