Job Overview:
The Information Management Analyst position is part of the UNDP Green Energy Recovery Programme, which aims to address Ukraine's energy needs in the wake of the war and outdated energy systems. The analyst will provide analytical support on information management and other activities related to the Programme. This role involves working closely with the Programme Manager, Technical Specialists, and Engineering Specialists to ensure effective implementation of energy recovery projects. The analyst will be responsible for assessing the status of energy infrastructure, providing technical advice, and supporting the development of strategies for recovery and restoration. The position requires a strong understanding of energy systems, engineering principles, and project management, as well as the ability to engage with stakeholders and facilitate communication among various parties involved in the Programme.

Duties and Responsibilities:
The Information Management Analyst will perform a variety of duties, including:
  • Engineering support for the analysis of heat supply projects and energy infrastructure, including conducting assessments of damaged facilities, reviewing data, and identifying priorities for restoration.
  • Providing technical support for the preparation of project documentation, including technical specifications, drawings, and cost estimates.
  • Supporting the procurement process by providing technical inputs, clarifying queries, and participating in evaluations of bids.
  • Conducting market research to identify potential suppliers and technologies, and preparing necessary documents for procurement procedures.
  • Monitoring project implementation stages to ensure compliance with deadlines and technical specifications.
  • Engaging with stakeholders to facilitate communication and ensure their active participation in project activities.
  • Documenting best practices and lessons learned, contributing to knowledge exchange networks, and participating in training for project staff.
  • Tracking financial resources allocated to energy infrastructure restoration activities and contributing to regular reporting on project progress.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in Mechanical Engineering, Heat Supply, Energy Systems, or closely related fields. Alternatively, a first university degree (Bachelor’s degree) in these fields combined with two additional years of relevant experience will be considered. The position requires a minimum of 2 years of progressively responsible experience in engineering, energy systems, or infrastructure development for candidates with a Master's degree, or 4 years for those with a Bachelor's degree. Skills in developing technical documentation and knowledge of quality control procedures are essential. Proven ability to draft and produce written proposals and reports, as well as experience in project planning and implementation in energy sector recovery, are highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree) in Mechanical Engineering, Heat Supply, Energy Systems, or a related field. A Bachelor's degree in the same fields, combined with additional relevant experience, will also be considered. Candidates should have a strong foundation in engineering principles and practices, particularly as they relate to energy systems and infrastructure development.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a Master's degree, or 4 years for those with a Bachelor's degree. This experience should be in engineering, energy systems, infrastructure development, or a related area. Candidates should demonstrate skills in developing technical documentation, including specifications and performance schedules for energy systems, and have a proven track record in project planning and implementation, particularly in the context of energy sector recovery and rehabilitation.

Languages:
Fluency in Ukrainian and English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders and communities involved in the Programme.
