Job Overview:
The Programme Analyst – Integrated Service Delivery plays a crucial role in supporting UNFPA's programme interventions across integrated health, protection, and youth-responsive services within Libya. This position is responsible for operationalizing the Country Office’s integrated service delivery model, which involves consolidating a geographically anchored structure, enhancing field accountability, overseeing partner engagements, and aligning programme operations with the Country Programme and UNFPA Strategic Plan. The Programme Analyst will report directly to the International Programme Coordinator (IPC) and will be instrumental in ensuring the continuity of essential reproductive, maternal, and adolescent health services, strengthening community-based protection mechanisms, and facilitating meaningful youth engagement. This role requires a results-based, risk-informed, and conflict-sensitive approach to programme implementation, generating field-level evidence and insights to inform strategic decision-making by senior management. The Programme Analyst will also contribute to strengthening UNFPA’s leadership presence in the country by ensuring coherent programme delivery and effective coordination with various stakeholders.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Technical Support and Programming: Contributing to the design and implementation of integrated health, protection, and youth-responsive programme components; ensuring quality programme/project design by incorporating lessons learned and best practices; coordinating the delivery of essential health services; overseeing community-based protection services; promoting integration between health services and youth engagement initiatives; and facilitating coordination with youth-led organizations.
  • Partnerships and Coordination: Maintaining collaborative relationships with local authorities, implementing partners, and civil society organizations; engaging with entities responsible for health and youth development; participating in coordination platforms; and supporting institutional capacity strengthening of partners.
  • Monitoring, Evaluation, and Reporting: Supervising the drafting of Annual Work Plans; conducting regular monitoring missions; analyzing programme progress; ensuring compliance with project budgets; and documenting best practices and lessons learned.
  • Risk Management and Compliance: Applying risk-informed programming approaches; conducting spot-checks; identifying operational risks; and contributing to strengthened internal controls.
  • Other tasks as assigned by the supervisor, including monitoring contextual developments affecting service delivery and providing technical inputs to support senior management.

Required Qualifications:
Candidates must possess an advanced degree (Master's) in social work, social sciences, gender, humanitarian affairs, or other relevant disciplines. Additionally, a minimum of 2 years of progressively responsible professional experience in health, protection, youth programming, or integrated humanitarian/development contexts is required. Demonstrated experience in programme planning, implementation, monitoring, and evaluation is essential, along with strong analytical and results-based management skills. Experience engaging with civil society organizations and community actors is also necessary, as well as strong humanitarian contacts and proven success in emergency coordination-related work.

Educational Background:
The educational background required for this position includes an advanced degree (Master's) in relevant fields such as social work, social sciences, gender studies, humanitarian affairs, or other related disciplines. This educational foundation is crucial for understanding the complexities of integrated service delivery and the various factors influencing health, protection, and youth-responsive programming.

Experience:
The position requires a minimum of 2 years of progressively responsible professional experience in areas such as health, protection, youth programming, or integrated humanitarian/development contexts. Candidates should have a proven track record in programme planning, implementation, monitoring, and evaluation, demonstrating their ability to manage and deliver results in complex environments. Experience working with civil society organizations and community actors is also essential, as is a strong background in emergency coordination-related work.

Languages:
Fluency in both written and spoken English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and beneficiaries, ensuring that programme objectives are met and that the needs of diverse populations are addressed. Additional language skills may be considered an asset but are not mandatory.
