Job Overview:
The Programme Analyst plays a crucial role in analyzing and assessing political, social, and economic trends to guide the delivery of UNFPA’s Country Strategic Framework (CSF) programme and support other initiatives. Reporting to the Programme Specialist (SRH), the incumbent will work closely with Programme and Operations teams to manage the effective implementation of the 8th Country Programme activities. This position requires a strong understanding of population and development issues, reproductive health, and gender, as well as the ability to deliver high-quality outputs in alignment with UNFPA’s policies and procedures. The Programme Analyst will be responsible for ensuring that the CSF programme aligns with government priorities and contributes to the overall goals of UNFPA.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of tasks, including:
  • Collaborating with government counterparts, NGOs, and other partners to design and implement the country programme through the CSF programme and its component projects.
  • Establishing and implementing financial and programmatic monitoring and oversight mechanisms, including budget monitoring and grants management.
  • Analyzing the political, social, and economic environment relevant to UNFPA activities and identifying opportunities for assistance and intervention.
  • Preparing briefs and inputs for policy dialogue and technical assistance coordination.
  • Assessing implications of new policy developments on programme execution and ensuring their integration.
  • Establishing collaborative relationships within the UNFPA Country Office, Regional Office, and Headquarters, as well as with executing agencies and other UN agencies.
  • Implementing knowledge management strategies to capture lessons learned and best practices.
  • Supporting the advocacy and resource mobilization strategy of the Country Office by preparing relevant documentation and participating in meetings and public events.
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced degree in health, population, demography, or a related social science discipline. Additionally, they should have at least two years of professional experience in development and population activities, with a focus on programme/project management. Practical experience in the design, monitoring, and evaluation of development projects is essential. Familiarity with office software packages and web-based management systems is required, and experience working with implementing partners and NGOs is considered an asset. Knowledge of reproductive health, gender, and protection issues is also advantageous, along with experience in international organizations and familiarity with UN procedures.

Educational Background:
The educational requirement for this position is an advanced degree in health, population, demography, or other related social science disciplines. This educational background is crucial for understanding the complexities of population dynamics and the various factors that influence reproductive health and gender issues.

Experience:
The position requires a minimum of two years of professional experience in the field of development and population activities. Candidates should have experience in programme/project management, as well as practical experience in the design, monitoring, and evaluation of development projects. Experience working with implementing partners and NGOs is highly valued, as is familiarity with UN procedures and working methods.

Languages:
Fluency in both written and spoken English and Turkish is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with stakeholders and partners.
