Job Overview: The Associate Information Management Officer plays a crucial role in providing technical coordination support and system implementation for UNHCR project-funded initiatives. This position is vital for ensuring that data protection governance is upheld and that the digital systems used are operationally effective and compliant with UNHCR standards. The officer will work closely with various units within UNHCR and national counterparts to ensure that data management practices are sustainable and aligned with institutional policies. The role involves a significant amount of coordination, technical guidance, and support for data governance, quality assurance, and interoperability of systems. The officer will also be responsible for ensuring that the data management processes are efficient and that they meet the operational needs of the organization.
Duties and Responsibilities: The duties and responsibilities of the Associate Information Management Officer include providing technical support for data-focused initiatives, contributing to the coordination of project outputs, and ensuring compliance with data protection standards. The officer will be involved in the design and implementation of digital tools that support national processes, as well as systems that facilitate inter-institutional data exchange. Responsibilities also include monitoring implementation progress, identifying technical risks, and promoting interoperability with national systems. The officer will support the development of voluntary return and cash-based assistance modalities, contribute to the design of structured data-exchange mechanisms, and assist in the validation and integration of official datasets for project monitoring. Additionally, the officer will be responsible for capacity building, documentation of technical processes, and internal coordination across UNHCR units.
Required Qualifications: Candidates must possess a Bachelor's degree in information management, information systems, public administration, social sciences, or a related field. A graduate degree or doctorate is preferred, with relevant experience in information management or related areas. Completion of UNHCR emergency-deployment trainings is considered an asset. Candidates should have a strong understanding of data protection and information governance principles, as well as the ability to translate operational requirements into technical solutions. Strong drafting and documentation skills are essential, along with the ability to work independently and coordinate effectively with stakeholders.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as information management, information systems, public administration, or social sciences. Advanced degrees (Master's or Doctorate) are preferred and may reduce the required years of experience. Candidates should also have completed relevant training, particularly in emergency deployment, which is advantageous for this role.
Experience: The position requires a minimum of 7-9 years of progressively responsible experience in information management, identity management, protection systems, or digital solutions. Candidates should have demonstrated experience with registration or individual case management systems, particularly with UNHCR proGres or BIMS. At least 5 years of experience working with government counterparts on data-exchange initiatives is essential, along with proven experience in data protection and governance. Experience in project-based implementations and emergency response is also required, along with at least 3 years of people-management experience.
Languages: The mandatory languages for this position are English and Turkish. Proficiency in both languages is essential for effective communication and coordination within the role. The contract duration is subject to operational needs and satisfactory performance, with no expectation of renewal beyond the initial contract period. The working hours are set at 40 hours per week, which may include mandatory night shifts and work on weekends or official holidays. Leave entitlements include annual leave at the rate of two and a half working days per month and sick leave at the rate of two working days for each month of service. Medical coverage is provided through Cigna Health Insurance, with options for eligible dependents. Remuneration will be based on the International Civil Services Commission (ICSC) salary scale.
