Job Overview: The Associate Human Rights Officer position is integral to the Human Rights Monitoring Mission in Ukraine (HRMMU). Duties and Responsibilities: The duties of the Associate Human Rights Officer include monitoring and documenting human rights situations, conducting research and analysis, drafting reports and correspondence, participating in hearings, and maintaining awareness of current human rights issues. The officer will also engage in training programs for law enforcement and civil society, review human rights issues, and assist in community mobilization efforts. Additionally, the role involves liaising with government bodies, NGOs, and UN agencies to gather baseline data on human rights situations, designing databases to track project progress, and contributing to data analysis and visualization for informed decision-making. Required Qualifications: Candidates must possess a strong knowledge of human rights issues, including their political, ethnic, racial, gender equality, and socio-economic dimensions. They should demonstrate research and analytical skills, the ability to identify and resolve human rights issues, and proficiency in drafting reports. Professionalism, teamwork, and effective planning and organizing skills are essential. The candidate should show commitment to gender perspectives and the equal participation of all individuals in their work. The ability to analyze and interpret data to support decision-making is also crucial.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of two years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required. Experience in data analytics or related fields is desirable, as is experience in conducting human rights monitoring in conflict or post-conflict settings. Candidates should have experience conducting interviews with victims and witnesses of human rights violations and International Humanitarian Law (IHL) violations.
Languages: English and Russian are required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Ukrainian is considered a desirable language, with a minimum proficiency level of UN Level II.
