Job Overview:
The Military Analyst position within the UN Human Rights Monitoring Mission in Ukraine is a critical role that involves collecting and analyzing information related to military and security" style="border-bottom: 1px dotted #007bff !important;">security sector activities in Ukraine. The incumbent will provide insights and advice to the Head of Mission regarding violations of International Humanitarian Law (IHL) and International Human Rights Law (IHRL). This role requires a deep understanding of contemporary military operations, methods of warfare, and the implications of military actions on civilian populations. The Military Analyst will engage with various security bodies, UN entities, and other relevant stakeholders to gather information and produce comprehensive analyses that inform the mission's reports and recommendations. The position also emphasizes the importance of integrating a gender perspective into all aspects of the work, ensuring that the unique experiences and needs of women and men are considered in the analysis and reporting of military-related issues.

Duties and Responsibilities:
The Military Analyst will be responsible for a wide range of duties, including: collecting and analyzing information to assist the HRMMU in understanding the security sector and military-related matters; advising the Head of Mission on military and security sector issues; developing relationships with security bodies and UN entities; producing mapping and analysis of military structures and troop movements; identifying perpetrators of IHL violations; participating in field missions to document violations; analyzing video and photo evidence of military impacts; assisting in the analysis of incidents resulting in civilian casualties; establishing positions and affiliations of alleged perpetrators; providing internal analysis and briefings on military compliance with IHL; contributing to technical assistance for better civilian protection; and ensuring gender perspectives are integrated into all responsibilities.

Required Qualifications:
Candidates must possess a strong background in military law, security management, or related fields, with a focus on international humanitarian law and human rights. The role requires a comprehensive understanding of military operations and the ability to apply legal frameworks to assess military actions. Candidates should demonstrate professionalism, teamwork, and effective planning and organizing skills. The ability to work collaboratively with colleagues and stakeholders is essential, as is the capacity to manage multiple priorities and adapt to changing circumstances in a high-pressure environment.

Educational Background:
An advanced university degree (Master's degree or equivalent) in military law, security management, security studies, military studies, or related disciplines is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. A graduate degree from a National Command and Staff College or National War/Defense College, along with two additional years of qualifying work experience, may also be considered. Additional studies in human rights or international humanitarian law are desirable.

Experience:
A minimum of five years of military service or experience in analyzing and monitoring military forces and strategies is required. Candidates should have experience in applying human rights and international humanitarian law, particularly in security operations. Experience in drafting military doctrine or conducting military training is also desirable. Familiarity with the United Nations Common System or similar international peace operations is an asset, as is experience working on issues related to child protection, gender, and the protection of civilians.

Languages:
English and Russian are required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Ukrainian is considered desirable, with a minimum proficiency level of UN Level II. Proficiency in these languages is essential for effective communication and collaboration within the UN framework and with local stakeholders.

This position is temporarily available for six months, with the possibility of extension subject to the availability of funds.
