Job Overview: The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer position is critical for ensuring the effective management of supply chain operations within the WHO framework, particularly in emergency and humanitarian contexts. The role involves overseeing stock management, warehouse operations, and the receipt and dispatch of goods. The Logistics Officer will be responsible for maintaining accurate records of warehouse transactions, conducting regular stock counts, and ensuring compliance with WHO's standards for storage and handling of medical supplies. This position requires a proactive approach to monitoring stock levels, advising management on inventory thresholds, and preparing for the disposal of commodities when necessary. The Logistics Officer will also coordinate the logistics of goods delivery, ensuring adherence to best practices such as First Expired First Out (FEFO) and First In First Out (FIFO) principles. The successful candidate will work closely with the OSL team lead and other stakeholders to ensure that logistics operations support WHO's mission effectively and efficiently.
Duties and Responsibilities:
Maintain accurate records of warehouse transactions and identify discrepancies for immediate action.
Organize and conduct regular physical stock counts at least every two months and reconcile data storage systems.
Implement and utilize stock administration tools such as Excel stock reports, GIMS, Odoo, and BMS.
Monitor stock levels of medical and non-medical supplies, including monthly consumption figures and expiry dates.
Advise the line manager on stock nearing minimum or maximum thresholds and provide lists of items with impending expiry dates.
Prepare procedures for commodity disposal in collaboration with the OSL team lead.
Monitor storage area temperatures to ensure compliance with cold chain requirements for sensitive items.
Ensure proper organization, identification, and accessibility of stored items.
Verify the quality and quantity of goods received against packing lists and purchase orders. 1
Track and update warehouse stock cards accurately after goods receipt. 1
Maintain appropriate filing systems for all relevant documents. 1
Coordinate the receipt and dispatch of items, ensuring accurate recording and reporting. 1
Monitor loading plans and ensure completion of WHO Waybills and packing lists. 1
Ensure appropriate packing and labeling of freight for transport. 1
Regularly inform the line manager of the weight and volume of articles ready for distribution.
Required Qualifications: Essential qualifications include a university degree in logistics, supply chain, procurement, business administration, commerce, transport, or a related field. Desirable qualifications include an advanced level university degree or professional certification in logistics or supply chain management from an accredited institution. Candidates should possess excellent organizational and managerial skills, with the ability to multitask and deliver results in time-critical scenarios. Strong problem-solving abilities and demonstrated knowledge in supply management are essential. Candidates should also have the ability to work effectively in multicultural and multidisciplinary environments, manage diverse teams, and possess excellent interpersonal skills for negotiation and communication.
Educational Background: Candidates must hold a university degree in logistics, supply chain, procurement, business administration, commerce, transport, or a similar area of study. An advanced level university degree or professional qualification in logistics or supply chain management is desirable, particularly from an accredited or recognized institution.
Experience: Candidates should have at least two years of relevant experience in managing emergency procurement and logistics operations, with a portion of that experience in the field supporting emergency humanitarian operations. Desirable experience includes working with WHO, the UN system, health cluster partners, recognized humanitarian organizations, or international NGOs in the context of health emergency response. Experience in conflict areas and familiarity with import/export procedures and customs administration are also advantageous. International exposure in emergency response is considered a strong asset.
Languages: Expert knowledge of English is essential for this position. Intermediate knowledge of Arabic is desirable, as it may facilitate communication in the local context and with regional stakeholders.
Additional Notes: The position is subject to WHO Staff Regulations and Rules. The remuneration includes an annual base salary starting at USD 56,046, with additional benefits such as a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
