UNDP's Area-Based Recovery (ABR) Framework is designed to facilitate community recovery and create conditions for a return to a development pathway in Ukraine, ensuring that the needs of all community members, including veterans, are addressed through inclusive methodologies.

Job Overview:
The Veterans Reintegration Analyst will play a crucial role in implementing community-based reintegration policies and programs for veterans within the framework of Area-Based Recovery (ABR). This position requires a strong focus on civic engagement, participatory governance, and inclusive recovery at the local level. The analyst will conduct community-level assessments to identify the reintegration needs of veterans and their families, ensuring that the planning process is evidence-based and gender-responsive. The role involves designing research and analytical studies to inform local and national policies, facilitating participatory processes in communities, and providing technical support to local authorities and civil society organizations. The analyst will also be responsible for preparing work plans, contributing to policy dialogue, and ensuring that veterans' reintegration initiatives align with national standards and community needs. Regular duty trips to partner hromadas will be necessary to ensure effective outreach and monitoring of ABR initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Veterans Reintegration Analyst include:
  • Supporting the implementation of community-based reintegration activities, integrating civic engagement and inclusive recovery.
  • Conducting assessments and research to identify veterans' reintegration needs and priorities.
  • Designing and contributing to research and analytical tools to inform policies and programs.
  • Developing local reintegration policies and action plans aligned with national frameworks.
  • Facilitating participatory processes for co-creating reintegration priorities with veterans and communities.
  • Providing technical support to local authorities and veteran organizations in designing and monitoring reintegration initiatives.
  • Preparing and updating work plans for reintegration activities based on assessments and stakeholder feedback.
  • Engaging with stakeholders to ensure effective cross-sectoral coordination and alignment with national policies.
  • Supporting operational planning, implementation, and reporting of reintegration activities. 1
  • Mainstreaming gender equality and promoting a safe environment free from discrimination.

Required Qualifications:
The position requires an advanced university degree (Master’s degree or equivalent) in Social Sciences, Public Administration, Law, Political Science, or a related field. Alternatively, a first-level degree (Bachelor’s degree) in the mentioned areas combined with two years of relevant experience will be considered. Applicants with a Master’s degree are not required to have prior professional experience, while those with a Bachelor’s degree must have at least two years of relevant experience in veterans’ reintegration, civic engagement, or inclusive recovery.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as Social Sciences, Public Administration, Law, or Political Science. A first-level degree (Bachelor’s degree) in these areas, combined with additional qualifying experience, will also be acceptable. This educational background is essential for understanding the complexities of veterans' reintegration and civic engagement.

Experience:
The position requires a minimum of two years of relevant experience at the national or international level in areas related to veterans’ reintegration, civic engagement, and inclusive recovery for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Desirable experience includes applying community-based approaches to reintegration, engaging with veteran communities, and providing advisory support to civil society organizations and local authorities.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The Veterans Reintegration Analyst will work under the direct supervision of the Civic Engagement Specialist and the strategic guidance of the ABR Programme Manager. The role may involve regular field missions to project locations in target oblasts.
