Job Overview: The consultant will be engaged for the GEF6 project implemented in North Macedonia, titled 'Promoting Sustainable Land Management (SLM) Through Strengthening Legal and Institutional Framework, Capacity Building and Restoration of Most Vulnerable Mountain Landscapes.' The consultant's primary role will involve continuous supervision and monitoring of the quality and quantity of work performed by the engaged afforestation company. This includes ensuring that afforestation activities are conducted according to the prescribed Afforestation programme, monitoring compliance with environmental and sustainability standards, and documenting any issues that arise during the project. The consultant will also be responsible for preparing detailed reports assessing the quality of work activities and the overall implementation of the contract between the afforestation company and UNEP.
Duties and Responsibilities: The consultant will perform a variety of tasks, including:
Ensuring that afforestation activities are conducted according to the Afforestation programme at the designated pilot sites.
Assessing the quality of planting materials and ensuring they meet health standards.
Monitoring the afforestation activities to ensure adherence to project timelines and quality standards.
Documenting any issues such as pest infestations or diseases and recommending corrective measures.
Preparing reports after the planting season detailing the quality of work activities.
Preparing a final report assessing the overall implementation of the contract with separate reports for each pilot site.
Verifying the quantity and quality of planting materials and ensuring they are in optimal health for the pilot site Lipkovo Lake.
Reporting to the Head of UNEP Vienna Programme Office and Associate Programme Management Officer.
Required Qualifications: An advanced university degree (master’s degree) in forestry or forest management is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. The candidate must have a minimum of five years of professional experience in forest and nature ecosystem management or similar projects related to afforestation or sustainable forest management. Proof of successful implementation of at least three assignments of similar complexity is required. Excellent time management, written and oral communication skills, and interpersonal skills are desirable.
Educational Background: Candidates must possess an advanced university degree (master’s degree) in forestry or forest management. A first-level university degree may be accepted if combined with sufficient relevant experience. This educational background is essential for understanding the complexities of afforestation and sustainable land management.
Experience: The position requires a minimum of five years of professional experience in forest and nature ecosystem management or similar projects. This experience should include work related to afforestation, sustainable forest management, bioengineering focused on erosion prevention, and landscaping to combat land degradation. Candidates must demonstrate proof of successful implementation of at least three assignments of similar complexity, showcasing their capability to manage and execute projects effectively.
Languages: Fluency in oral and written English and Macedonian is required for this position. Additionally, knowledge of French is beneficial, as English and French are the working languages of the United Nations Secretariat. Proficiency in these languages is crucial for effective communication and reporting within the organization.
Additional Notes: The expected duration of the consultancy is 3.5 months, and it is a part-time position. The consultant will be required to submit a comprehensive final consultancy report before payment is processed.
