Job Overview: As a Programme Officer for Energy Security within the OSCE's Office of the Co-ordinator of Economic and Environmental Activities (OCEEA), you will play a pivotal role in supporting the organization's energy security dialogue and project activities. This position requires a deep understanding of energy security issues, including renewable energy, energy efficiency, and the protection of critical energy infrastructure. You will be responsible for developing, implementing, and administering various projects related to energy security, ensuring that they align with the OSCE's broader goals of promoting international security and stability. Your work will involve conducting analyses of current energy security challenges, leading project development, and engaging with government officials and donor agencies to facilitate effective collaboration and funding. You will also oversee the work of junior professionals and interns, guiding their development and managing project deliverables.
Duties and Responsibilities: In your role as Programme Officer, you will be tasked with a comprehensive set of responsibilities, including:
Analyzing emerging energy security issues across the OSCE area, identifying priorities, and designing effective regional activities and projects.
Leading the development and implementation of Extra-budgetary (ExB) projects and Unified Budget (UB) activities, including preparing project proposals and monitoring expenditures.
Engaging with government officials and donor agencies to negotiate on energy security issues and coordinate donor input.
Appraising and adjusting program outputs to ensure consistency with national and regional priorities in energy security.
Organizing meetings, seminars, and conferences to facilitate information sharing and best practices in energy security.
Preparing briefing papers, reports, and speeches for senior management and representatives of the OSCE.
Contributing to the Economic and Environmental Committee processes and following up on OSCE Ministerial Council negotiations.
Performing other duties as assigned by your supervisors.
Required Qualifications: To be considered for this position, candidates must possess a second-level university degree in relevant fields such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, with a focus on energy. A first-level university degree combined with two additional years of relevant experience will also be accepted. Candidates should have a minimum of five years of progressively responsible professional experience in energy security or economic-environmental development, preferably within an international context. Experience in managing donor-funded projects is essential, and recognized project management certification is an asset. Strong oral and written communication skills in English are required, and knowledge of other languages spoken in the OSCE region is advantageous. Candidates should demonstrate proficiency in project management, report writing, and digital literacy, particularly with Microsoft Office applications.
Educational Background: Candidates must hold a second-level university degree (Master's degree or equivalent) in a relevant field such as Economics, Business Administration, Law, Geography, Natural or Social Sciences, or International Relations, preferably with a focus on energy. A first-level university degree along with two additional years of relevant experience will be accepted in lieu of the second-level degree, allowing for flexibility in educational qualifications while still ensuring that candidates have the necessary knowledge and skills for the role.
Experience: The position requires a minimum of five years of progressively responsible professional experience in the area of energy security and/or economic-environmental development. If the candidate holds a first-level university degree, a total of seven years of relevant experience is required. This experience should ideally be gained in an international environment, covering the OSCE region, and should include demonstrated expertise in planning, implementing, and managing donor-funded projects, which is crucial for the successful execution of the responsibilities associated with this role.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages spoken in the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and facilitate effective communication in a multilingual environment.
Additional Notes: This position is classified as an international secondment, and candidates must be nominated by their respective participating States.
