Job Overview:
The Resource Mobilization Specialist will play a crucial role in the FRLD Secretariat, which is responsible for managing the Fund established to assist developing countries vulnerable to climate change. This position involves supporting the conversion of existing pledges into cash transfers and establishing a periodic replenishment structure. The Specialist will work closely with the Program Manager for Resource Mobilization, Communications, and Partnerships (RMCP) and collaborate with various teams within the FRLD Secretariat. The role requires a strategic approach to mobilizing financial resources from diverse sources, including public, private, and innovative funding streams, to ensure the Fund's success in addressing economic and non-economic loss and damage caused by climate change.

Duties and Responsibilities:
The Resource Mobilization Specialist will be responsible for developing and regularly updating a contributor engagement strategy and plan. This includes producing contributor profiles and briefings that take into account fiscal cycles and priorities. The Specialist will assess the global landscape to identify opportunities for establishing and extending strategic funding partnerships and will support discussions regarding new funding partnerships and contribution agreements. Additionally, the Specialist will track and report on the conversion of pledges into cash transfers in collaboration with the Trustee and will work with the Budget team to inform the development of the FRLD financial plan. The role also involves contributing to the preparation and execution of successful replenishment processes, organizing events and dialogues to advance replenishment discussions, and monitoring the international climate finance landscape to benchmark best practices. The Specialist will serve as the primary focal point for inquiries from existing and potential contributing partners and will support efforts to increase contributor visibility and recognition through partner events and roundtables.

Required Qualifications:
Candidates must possess a Master’s degree in Political Science, International Relations, Public Affairs, Business, Finance, or a related field. A minimum of 5 years of relevant professional experience is required, ideally in international development, resource mobilization, and fundraising. Candidates should have a good overall knowledge of Multilateral Climate Funds, including the FRLD, and their missions, strategies, operations, policies, and procedures. Experience working with a range of contributors, including both public and private sectors, is essential, and exposure to innovative resource mobilization approaches is considered a plus. Strong analytical and synthesis skills, along with the ability to produce reports and presentations, are necessary for this role.

Educational Background:
The position requires a Master’s degree in a relevant field such as Political Science, International Relations, Public Affairs, Business, or Finance. This educational background is essential for understanding the complexities of international development and resource mobilization.

Experience:
The Resource Mobilization Specialist should have a minimum of 5 years of relevant professional experience. This experience should ideally be in the fields of international development, resource mobilization, and fundraising, providing the candidate with the necessary skills and knowledge to effectively contribute to the FRLD Secretariat's objectives.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills required. Knowledge of additional languages is considered a plus, enhancing the Specialist's ability to engage with a diverse range of stakeholders and contributors.
