Job Overview:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) and Reporting Officer plays a crucial role in ensuring that Relief International Philippines' programs, particularly those funded by ECHO under the ACCESS initiative, are evidence-based, accountable to the communities served, and continuously improving. This position is responsible for implementing project-level MEAL activities in accordance with RI's MEAL strategy, ensuring compliance with donor requirements, and enhancing the capacity of partners and staff in MEAL practices. The officer will also prepare donor reports and support the overall learning and adaptation processes within the organization, ensuring that the programs are responsive to the needs of the communities and aligned with RI's quality standards.

Duties and Responsibilities:
The MEAL and Reporting Officer will be responsible for a variety of key tasks, including: applying MEAL processes and tools to ensure accurate and consistent application of indicators and methods; reviewing and analyzing field data to support project-level decision-making; building the capacity of staff and partners in MEAL tools; supporting project learning by synthesizing field results; developing and implementing MEAL frameworks and data collection tools; conducting Data Quality Assessments (DQA) and validation checks; coordinating baseline, midline, and endline studies; supporting the operation of Feedback and Response Mechanisms (FRM); facilitating learning workshops and reflection sessions; producing evidence-based MEAL reports and dashboards; ensuring compliance with data protection and ethical research protocols; tracking program assumptions and providing evidence-based recommendations for program adaptation; and upholding RI's safeguarding and protection standards.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, Public Administration, Community Development, or related fields, with a Master’s degree considered an advantage. A minimum of three progressive years of experience in Monitoring and Evaluation (MEAL) is required, preferably with international non-governmental organizations (INGOs) and ideally within the Philippines. Candidates should have experience applying MEAL tools and methods in humanitarian, development, or peacebuilding contexts, along with strong skills in data collection, analysis, and reporting. Fluency in Filipino and proficiency in Bisaya are essential, as well as excellent written and oral communication skills in English. Experience working in BARMM or with community-based organizations in Mindanao is also necessary.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Social Sciences, Development Studies, Statistics, Economics, Public Administration, or Community Development. A Master’s degree in a related field is advantageous and may enhance a candidate's competitiveness for the role.

Experience:
The position requires a minimum of three years of progressive experience in Monitoring and Evaluation (MEAL), ideally within the context of international non-governmental organizations (INGOs) and specifically in the Philippines. Candidates should demonstrate a strong understanding of MEAL tools and methods, particularly in humanitarian, development, or peacebuilding programs, and should have a proven track record of data collection, analysis, and reporting.

Languages:
Fluency in Filipino is mandatory, along with proficiency in Bisaya. Excellent written and oral communication skills in English are also required, enabling effective communication with diverse stakeholders and ensuring clarity in reporting and documentation.
