Job Overview:
The Energy Specialist position is integral to the World Bank's Infrastructure Practice Group, which aims to bridge infrastructure gaps in developing and emerging economies. The role emphasizes the importance of energy in fostering economic opportunities and sustainable growth. The Energy Specialist will be responsible for supporting energy projects in the Europe and Central Asia (ECA) region, particularly in Uzbekistan. This includes operational support for energy projects, analytical work, policy dialogue, and liaising with government entities. The position requires a proactive approach to identifying and resolving issues, ensuring effective communication with stakeholders, and contributing to the development of energy policies and programs that align with the World Bank's mission.

Duties and Responsibilities:
The Energy Specialist will report to the Practice Manager and collaborate with Task Team Leaders (TTLs) to deliver and implement energy operations in the ECA region. Key responsibilities include:
  • Providing operational support to energy projects, including participation in preparation and supervision missions, project design inputs, budget preparation, and implementation schedules.
  • Assisting in the review of consultant reports and project implementation plans, drafting Implementation Supervision Reports (ISRs), and tracking project progress.
  • Leading analytical work, including economic analysis, policy and regulatory framework reviews, and renewable energy assessments.
  • Advising clients and the World Bank team on energy sector policies and regulatory issues.
  • Representing the energy team at project meetings and workshops, monitoring government actions affecting energy programs.
  • Supporting the Maximizing Finance for Development approach to enhance resource utilization in ECA countries.
  • Coordinating with key stakeholders and responding to inquiries from clients and partners.
  • Carrying out ad hoc tasks as requested by TTLs and the EEX Practice Manager, including organizing workshops and developing reports.

Required Qualifications:
Candidates must possess a Master's level degree in science, engineering, finance, economics, business administration, or related fields. A minimum of five years of relevant experience in the energy sector is required, demonstrating the ability to engage credibly on various issues in developing countries. Knowledge of the EU acquis related to the Energy Community and experience in investment and analytical activities in these countries are essential. Candidates should have direct experience in at least two of the following areas: energy efficiency, energy sector economics, energy policy and regulation, renewable energy, and utility financial analysis. Strong quantitative and analytical skills, along with the ability to work independently and communicate complex content effectively, are expected.

Educational Background:
The position requires a Master's degree in a relevant field such as science, engineering, finance, economics, or business administration. This educational background is crucial for understanding the complexities of energy systems and the economic implications of energy policies.

Experience:
The ideal candidate should have at least five years of relevant experience in the energy sector. This experience should include engagement with energy projects in developing countries, showcasing the ability to navigate the challenges and opportunities within the energy landscape. Direct involvement in energy efficiency initiatives, policy formulation, and regulatory frameworks is highly valued.

Languages:
Fluency in English is mandatory, with excellent written and oral communication skills required. The ability to convey complex issues in simple terms and engage in evidence-based dialogue with clients is essential. Additional language skills may be beneficial but are not specified as mandatory.
