Job Overview:

This position requires a deep understanding of international human rights standards, particularly those related to the rights of persons with disabilities, and the ability to engage with various stakeholders to gather insights and foster inclusive policy discussions.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough desk review of relevant national legislation, policies, and regulatory frameworks that pertain to legal capacity and the rights of persons with disabilities. Key responsibilities include analyzing the compatibility of Uzbekistan's national legislation with Article 12 of the CRPD, reviewing the implications of the country's reservation to this article, and identifying gaps and barriers that hinder the exercise of legal capacity by persons with disabilities. The consultant will also consult with organizations representing persons with disabilities and other relevant actors to gather qualitative insights, which will inform the analysis and recommendations. The final deliverables will include a detailed report with a summary of findings, legal implications, and actionable recommendations for legislative reform.

Required Qualifications:
Candidates must possess an advanced university degree in law (LLM or equivalent) or in the social sciences. A minimum of 7 years of relevant professional experience in human rights and legal analysis, particularly concerning the rights of persons with disabilities, is required. The consultant should demonstrate expertise in international human rights standards and the CRPD, showcasing a strong understanding of legal frameworks and their implications for marginalized groups.

Educational Background:
An advanced university degree in law (LLM or equivalent) or in the social sciences is mandatory for this position. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to conduct legal analysis and provide informed recommendations regarding the rights of persons with disabilities.

Experience:
The position requires at least 7 years of relevant professional experience in the field of human rights and legal analysis, specifically related to the rights of persons with disabilities. This experience should include a demonstrated ability to engage with legal frameworks, conduct thorough analyses, and formulate recommendations for legal reform based on international standards.

Languages:
A working knowledge of English and Russian is required for this position. Proficiency in these languages is essential for conducting research, engaging with stakeholders, and producing reports that meet the organization's standards. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The expected duration of the consultancy is 3 months, during which the consultant will work under the overall guidance and supervision of the OHCHR ROCA Human Rights Officer based in Uzbekistan. The position does not involve any fees at any stage of the recruitment process, as the United Nations does not charge applicants for applications, interviews, or training.
