Job Overview: The consultant will be responsible for completing the GEF-8 CEO endorsement request package for the Madagascar e-mobility project. This involves preparing a comprehensive development strategy and methodology, including a provisional timetable, and collaborating closely with UNEP's Sustainable Mobility Unit (SMU) and Climate Mitigation Unit (CMU). The consultant will develop a project skeleton document that outlines the project's components, outcomes, outputs, and deliverables, as well as the necessary indicators, problem tree, and Theory of Change. The role requires organizing stakeholder consultation workshops to gather input for the CEO Endorsement Document and preparing high-quality reports summarizing findings and recommendations. The consultant will also be tasked with drafting the CEO Endorsement Document, responding to feedback from UNEP and GEF, and ensuring that all deliverables meet the required standards and deadlines.
Duties and Responsibilities:
Prepare a development strategy and methodology, including a provisional timetable for the project.
Develop a project skeleton document outlining proposed components, outcomes, outputs, deliverables, and indicators.
Create a log frame, Problem Tree, Theory of Change, SRIF checklist, and results framework for the project, ensuring alignment with UNEP and GEF guidelines.
Organize and facilitate a stakeholder consultation workshop to gather input for the CEO Endorsement Document.
Prepare a report summarizing the findings and recommendations from the consultation workshop.
Draft the first version of the CEO Endorsement Document, including co-finance contributions, gender action plan, environmental and social safeguards, and core indicators.
Prepare presentations for internal discussions with UNEP management.
Organize a stakeholder validation workshop to validate the CEO Endorsement Document and finalize project details.
Prepare a validation workshop report summarizing findings and decisions. 1
Discuss co-finance contributions with stakeholders and complete the co-finance budget template. 1
Finalize the CEO Endorsement Document and annexes for submission to UNEP and GEF. 1
Respond to reviews from UNEP Project Review Committee and GEF Secretariat, updating the document as necessary. 1
Keep UNEP informed about the project's status and highlight any risks related to information quality and project timelines.
Required Qualifications: An advanced university degree (master’s degree or equivalent) in urban planning, electric engineering, environmental science, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of professional experience in policy development in sectors such as transport, sustainable mobility, renewable energy, or environmental development is required. Experience working with GEF or UNEP projects is essential, along with skills in drafting project proposals and assessing project documents, including budgets and expenditure reports. Experience with multilateral or bilateral funding entities in the field of climate change or related areas is desirable.
Educational Background: Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as urban planning, electric engineering, environmental science, or a related discipline. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience, demonstrating the candidate's capability to fulfill the role's requirements effectively.
Experience: The position requires a minimum of five years of professional experience in policy development related to transport, sustainable mobility, renewable energy, or environmental development. Candidates should have experience working on GEF or UNEP projects, showcasing their ability to draft project proposals and assess various project documents, including financial reports. Experience with multilateral or bilateral funding entities in the climate change sector is also beneficial.
Languages: Fluency in oral and written English is required for this position, as it is one of the official languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it is another official language of the UN, and may enhance communication with stakeholders and partners.
