Job Overview: The Senior Programme Officer will be responsible for providing expert advice and support to the parties of the Montreal Protocol and Vienna Convention, facilitating high-level negotiations, and ensuring effective implementation of the treaties. The role involves organizing meetings, delivering statements at international forums, and maintaining diplomatic relationships with government officials and international organizations. The incumbent will also manage the work programme of the Ozone Secretariat, analyze data related to ozone-depleting substances, and develop strategies to enhance collaboration among various stakeholders. This position requires a strong understanding of environmental policies and the ability to lead interdisciplinary teams in achieving strategic objectives.
Duties and Responsibilities:
Provide thematic advice to parties of the Montreal Protocol and Vienna Convention through consultations, reports, and meeting documents.
Conduct high-level negotiations to expedite treaty implementation.
Organize meetings under the MP and VC, ensuring strategic planning and stakeholder consultations.
Deliver statements at international meetings on ozone-related issues and synergies among Multilateral Environmental Agreements.
Establish and maintain diplomatic links with government officials and international organizations.
Create reporting systems for controlled Ozone Depleting Substances and analyze compliance data.
Manage the work programme of the Secretariat and coordinate actions with other organizations.
Agree on meeting agendas in consultation with relevant bodies and partners.
Provide organizational support to assessment bodies and ensure quality reporting. 1
Develop management strategies for the Ozone Secretariat and lead staff effectively. 1
Analyze data trends to inform decision-making and reporting.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in law, natural sciences, environmental management, economics, or related fields. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics or related fields is desirable. Candidates should demonstrate knowledge of UN rules and regulations, and possess strong analytical and reporting skills.
Educational Background: An advanced university degree (Master's degree or equivalent) in law, natural sciences, environmental management, economics, business/public administration, or related disciplines is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of fifteen (15) years of progressively responsible professional experience is required, including at least five (5) years at the international level. Experience in facilitating intergovernmental processes and knowledge of the Montreal Protocol is essential. Familiarity with the UN system or other international organizations is desirable, as is experience in managing multidisciplinary teams and data analytics.
Languages: English is required at UN Level II for reading, writing, listening, and speaking. French is desirable at UN Level I for the same skills. Proficiency in both languages will enhance communication and collaboration within the UN Secretariat and with international partners.
Additional Notes: This position is open for an initial period of one (1) year and may be subject to extension based on the continued existence of the mandate and availability of funding.
