Job Overview: The E T Consultant position at the World Bank is a critical role within the Financial Services Sector, specifically focusing on housing finance systems. The consultant will be expected to leverage their technical expertise and sound judgment to contribute to various World Bank projects, advisory engagements, and knowledge work. This role requires a combination of analytical skills and practical delivery capabilities, as the consultant will work closely with World Bank task teams, government counterparts, and development partners. The primary goal is to support the preparation and implementation of operations, analytical work, and policy reforms that enhance sustainable and inclusive housing finance solutions. The consultant will be based in Washington, DC, and will report directly to the Manager of Capital Markets Development, playing a vital role in the Prosperity Vice Presidency's mission to promote economic growth and job creation.
Duties and Responsibilities: The duties and responsibilities of the E T Consultant include delivering high-quality analytical and advisory services on housing finance systems, analyzing mortgage markets, housing subsidies, liquidity facilities, and capital markets instruments. The consultant will provide policy advice aimed at improving affordability and mobilizing private capital. Additionally, the consultant will support the preparation and implementation of lending operations and trust-funded activities, contribute to missions, aide-memoires, Implementation Status Reports (ISRs), and results monitoring. The role also involves supporting consultant management and quality assurance, mobilizing long-term private capital for housing, contributing to blended finance and market-based solutions, and coordinating with the International Finance Corporation (IFC) and other WBG institutions. Furthermore, the consultant will coordinate across Global Practices and Country Management Units (CMUs), contribute to Country Partnership Frameworks (CPFs), Systematic Country Diagnostics (SCDs), Country Private Sector Diagnostics (CPSDs), and flagship knowledge initiatives, and support dissemination and learning activities.
Required Qualifications: The position requires a Master’s degree or higher in economics, finance, public policy, urban development, or a related field. Candidates should have typically 7–10 years of relevant professional experience, demonstrating expertise in housing finance systems and market-based solutions. Experience with policy reforms, analytics, or lending operations is essential, and prior experience working with International Financial Institutions (IFIs) or donors is strongly preferred. Additionally, experience working with or for the World Bank Group will be considered a strong advantage. Excellent written and verbal communication skills in English are mandatory, while knowledge of French and/or Spanish is highly desirable. Candidates must also be willing and able to travel internationally as required.

Additional Notes: The E T Consultant position is a local recruitment role based in Washington, DC, with a term duration of 1 year. The appointment is subject to a lifetime maximum of three (3) years for Extended Term (ET) appointments. Former and current ET staff who have completed or are in the process of completing their third-year ET appointment are not eligible for future ET appointments.
