Job Overview:
The Principal (I) position is a critical role within the Gender and Economic Inclusion Team of the Policy, Strategy and Delivery Department (PSD) at the EBRD. The post holder will be based in Cairo and will play a vital role in implementing the Bank's mandate to promote economic transition in the SEMED region. This position involves close collaboration with various departments and stakeholders to lead and coordinate actions related to Human Capital, Skills, Gender, and Economic Inclusion. The Principal will support the Banking team in designing and implementing Technical Cooperation (TC) projects aimed at enhancing social outcomes, particularly in Infrastructure and Energy sectors. The role also includes leading policy engagement for inclusive and gender-equitable reforms, advising key stakeholders, and coordinating technical and financial assistance to promote access to skills, employment, finance, and services.

Duties and Responsibilities:
The Principal (I) will be responsible for a comprehensive set of duties, including: supporting the design, appraisal, and monitoring of investment projects and TCs for their impact on inclusion; establishing baselines for Human Capital, Skills, Gender, and Economic Inclusion; monitoring reform challenges and progress in SEMED; leading the development and delivery of engagement programs; managing the development of inclusion and gender TC projects; advising on inclusion elements for transition ratings; supporting analytical work for management briefings; and facilitating capacity building within the Bank. The role requires active engagement with senior-level stakeholders, conducting due diligence visits, and ensuring that inclusion impacts are effectively monitored and reported.

Required Qualifications:
Candidates must possess a Master's degree in Social Sciences, Economics, or Gender. They should have substantial experience in mainstreaming Human Capital, Skills, Gender, and Economic Inclusion in projects within international organizations, with a preference for experience in the Infrastructure or Energy sectors. Strong social analysis and research skills, including proficiency in both quantitative and qualitative research methods, are essential. Knowledge of project management and the ability to implement consultancy-based work are also required. Excellent oral and written communication skills in English are mandatory, and knowledge of Arabic will be considered an advantage.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Social Sciences, Economics, or Gender studies. This advanced education is crucial for understanding the complexities of gender and economic inclusion, as well as for engaging effectively with various stakeholders in the region.

Experience:
The ideal candidate should have substantial progressive responsibility in roles that involve mainstreaming Human Capital, Skills, Gender, and Economic Inclusion in projects. Experience in international organizations, particularly in the Infrastructure or Energy sectors, is highly valued. Fieldwork experience in EBRD's countries of operations in SEMED will also be considered an advantage, as it demonstrates the candidate's ability to navigate the local context and engage with relevant stakeholders effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the EBRD. Knowledge of local languages, particularly Arabic, is considered an advantage, as it facilitates better engagement with stakeholders in the SEMED region and enhances the effectiveness of policy dialogue and project implementation.
