Job Overview:
The Programme Planning and Budget Officer will be responsible for overseeing the strategic planning, budget management, and performance monitoring of the Eastern Mediterranean Regional Office (EMRO). This role involves applying a results-based management (RBM) approach to develop and manage the Programme Budget (PB) in alignment with WHO's policies and strategies. The officer will coordinate operational planning and performance assessments, ensuring that progress towards organizational priorities is effectively measured. The position requires collaboration with various levels of the organization to ensure accountability in programmatic and budgetary matters, including the preparation of reports for the Cabinet and Governing Bodies. The officer will also provide guidance and support to Budget Centers, ensuring timely and quality submissions that align with results-based principles.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to:
  • Contributing to the development of regional process guidance, briefings, and tools for programme planning and budget management.
  • Providing targeted support to Budget Centers and following up on their progress towards timely submissions.
  • Reviewing submissions from Budget Centers to ensure quality and alignment with results-based management principles.
  • Consolidating submissions and contributing to the compilation of region-wide reports.
  • Developing reports and presentations for cabinet and regional governing body meetings.
  • Facilitating capacity-building events for EMR staff and national counterparts.
  • Preparing briefing notes and reports on PME functions for senior management and various reviews.
  • Performing any other duties as assigned by the supervisor.

Required Qualifications:
Essential qualifications include a first university degree in public health, public administration, management, or a related field, along with accredited training or certification in results-based management. Desirable qualifications include an advanced university degree (master's degree) in a relevant field and additional training in programme planning and monitoring and evaluation. Candidates should possess strong analytical skills, excellent communication abilities, and a commitment to ethical standards in public health.

Educational Background:
Candidates must have at least a first university degree in public health, public administration, management, or a related field. An advanced degree (master's) is desirable, along with relevant training or certification in results-based management and programme planning.

Experience:
A minimum of two years of work experience in programme or project management services within the public sector, international development, or public health programmes is essential. Desirable experience includes familiarity with WHO processes and policies, as well as a background in programme management.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and Arabic is desirable, as it would enhance communication and collaboration within the organization and with various stakeholders.

Additional Notes:
The position offers a competitive salary starting at USD 56,046, with additional benefits including a variable post adjustment reflecting the cost of living, 30 days of annual leave, allowances for dependents, home leave, and an education grant for dependent children.
