Job Overview:
The Human Epidemiology and Surveillance Technical Officer plays a crucial role in supporting the implementation of human infectious disease surveillance activities under the STRIDES Jordan Activity. This position is vital for enhancing the capacity of national surveillance systems and ensuring that infectious disease detection and reporting align with both national priorities and international best practices. The Technical Officer will work closely with the Epidemiology and Surveillance Advisor to provide technical and operational support across various human surveillance workstreams. This includes the development of surveillance tools and materials, coordination with government counterparts, and ensuring compliance with donor reporting requirements. The role requires a proactive approach to monitoring and maintaining surveillance protocols, as well as the ability to analyze and interpret data effectively. The Technical Officer will also be responsible for drafting progress reports and delivering presentations on surveillance activities, contributing to the overall success of the STRIDES Jordan workplan.

Duties and Responsibilities:
The duties and responsibilities of the Human Epidemiology and Surveillance Technical Officer include:
  • Supporting the day-to-day implementation of human infectious disease surveillance activities, including data collection, compilation, and reporting at both facility and national levels.
  • Assisting in the development and dissemination of human surveillance tools, reporting forms, guidelines, and training materials for health facility and national-level staff.
  • Monitoring and maintaining surveillance protocols, data sets, instruments, manuals, and training materials for human disease surveillance activities.
  • Conducting literature searches on evolving issues in infectious disease epidemiology, surveillance methodologies, and related public health areas.
  • Responding to technical requests and inquiries from internal and external staff related to human surveillance activities.
  • Supporting the implementation of surveillance activities under the STRIDES Jordan workplan and tracking delivery of outputs against agreed timelines.
  • Ensuring that human surveillance technical implementation is consistent with best practices and meets donor contractual obligations.
  • Engaging with the Ministry of Health and relevant national surveillance stakeholders as directed by the Epidemiology and Surveillance Advisor.
  • Coordinating with operations and finance teams to support timely and on-budget implementation of surveillance activities. 1
  • Drafting human surveillance technical progress reports and contributing to all donor reporting requirements. 1
  • Preparing and delivering presentations on surveillance progress to the project team and relevant stakeholders. 1
  • Contributing to the development and review of annual workplans and human surveillance technical deliverables. 1
  • Assisting with the development of proposals and human surveillance technical design documents based on direction from technical leadership.

Required Qualifications:
The required qualifications for the Human Epidemiology and Surveillance Technical Officer position include:
  • A working knowledge of infectious disease epidemiology, human surveillance systems, and related public health concepts, including familiarity with WHO APSED/IHR frameworks and indicator-based surveillance.
  • An understanding of Jordan’s public health system, national surveillance structures, and relevant government counterparts is considered an advantage.
  • Experience supporting human disease surveillance programs in Jordan or the broader MENA region is preferred.
  • Professional proficiency in both Arabic and English, written and verbal, is required.
  • Strong organizational and analytical skills, with the ability to manage multiple tasks and meet deadlines.
  • Proficiency in MS Office and relevant data management tools.
  • The ability to analyze and interpret surveillance data, identify errors, and prepare clear and accurate reports.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or its international equivalent in Epidemiology, Public Health, or a related health field. This educational foundation is essential for understanding the complexities of infectious disease epidemiology and the methodologies used in surveillance activities.

Experience:
The position requires a minimum of 4+ years of relevant experience in infectious disease epidemiology, surveillance, or a related public health field. Candidates should have experience providing technical support to human surveillance programs in Jordan or the MENA region, which is preferred. Languages:
Professional proficiency in both Arabic and English, written and verbal, is mandatory for this position.
