Job Overview:
The Senior Officer, Advocacy Strategy & Analytics — Global Health R&D will play a pivotal role within the Global Policy & Advocacy (GPA) division, which is responsible for shaping public policy discussions that impact the Foundation's mission. This position will focus on leading integrated health research and development (R&D) financing and policy efforts. The successful candidate will utilize their strategic expertise and analytical skills to enhance the advocacy approach for global health R&D and expand the evidence base for investments in this area. The role involves close collaboration with various teams within the Foundation to translate overarching objectives into actionable targets for co-financing and policy engagement, as well as developing measurable strategies and practical tools to support these initiatives. The position also entails managing investments and research that quantify the benefits of global health innovations for low- and lower-middle-income countries. This is a limited-term position for 18 months, with relocation assistance provided for candidates not currently residing in Seattle, WA.

Duties and Responsibilities:
The Senior Officer will be responsible for establishing and managing a streamlined hub for GPA’s health R&D policy, data, and evidence insights, supporting the foundation's global health R&D goals. Key responsibilities include developing practical tools and knowledge-management assets that facilitate the translation of strategy and analytics into effective advocacy results. The officer will coordinate with foundation pipeline and data leads to maintain a centralized view of the health R&D pipeline, which will inform advocacy and co-financing strategies. The role also involves leveraging evidence to advise on prioritization of health R&D objectives, managing research investments to address critical evidence gaps, and designing analytical approaches to support decision-making at the portfolio level. The officer will co-lead the design, negotiation, and management of grants and contracts that advance advocacy objectives, and will provide concise briefings and written materials for senior leadership. The approximate time allocation for these duties is 40% focused on grants/contracts/portfolio management and 60% on direct strategy, evidence, and analytics. The role may require travel up to 25%.

Required Qualifications:
Candidates must demonstrate strategic and analytical thinking, with the ability to integrate substantive strategy work with hands-on research and evidence translation. Experience with R&D pipelines, financing mechanisms, and portfolio-level analytics is essential, ideally within the pharmaceutical, global health, or related innovation ecosystems. Familiarity with global health R&D and innovation systems relevant to low- and lower-middle-income countries is crucial, as is an understanding of how health R&D policies can promote equitable health outcomes. The ability to collaborate effectively across diverse teams and influence stakeholders constructively is necessary, along with excellent written and verbal communication skills to synthesize complex evidence for various audiences. Knowledge of AI-enabled and data-enabled approaches for portfolio analysis and decision support is also required.

Educational Background:
An advanced degree in public health, health policy, economics, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of global health R&D and the associated policy implications.

Experience:
Candidates should have a proven track record of experience in pharmaceutical R&D, medical technology, or innovation ecosystems relevant to commercialization and scale. Hands-on experience in implementing or commissioning AI/data tools in analytical or portfolio contexts is preferred, as this will enhance the candidate's ability to leverage technology in their role.
