Job Overview:
The position of Regional Finance Expert for the Central Africa Pool involves ensuring the reliability of accounting and financial management across the countries in the region. Reporting to the Regional Finance Manager, the expert will provide technical and strategic support in financial management to the countries, ensuring compliance with accounting standards and contributing to the development of financial management frameworks and policies. The role also includes contributing to the recruitment of Finance Managers for missions and providing functional management to Finance Department Heads in the field. This position is crucial for maintaining the financial integrity and operational efficiency of ACF's programs in Central Africa, requiring a proactive approach to budget management and financial oversight.

Duties and Responsibilities:
  • Ensure the quality of budget management across the countries in the Central Africa region.
  • Provide technical and strategic support in financial management to the countries.
  • Guarantee compliance with accounting standards for missions.
  • Contribute to the regional action plans and operations, as well as the development of financial management frameworks and policies.
  • Assist in the recruitment of Finance Managers for missions and ensure functional management of Finance Department Heads in the field.
  • Monitor financial performance and provide recommendations for improvement.
  • Facilitate training and capacity building for finance staff in the region.
  • Collaborate with other departments to ensure integrated financial planning and reporting.
  • Participate in audits and ensure timely resolution of any financial discrepancies. 1
  • Stay updated on financial regulations and best practices relevant to the region.

Required Qualifications:
Candidates must hold a Bac +5 degree in finance or accounting. They should have substantial experience in finance, preferably in an international NGO setting. Previous experience with Action contre la Faim is considered an asset. Proficiency in computer tools, particularly Excel, and accounting software is essential. Familiarity with UBW, Saga, and Odoo is a plus. Candidates should demonstrate strong analytical skills and the ability to work under pressure while maintaining attention to detail.

Educational Background:
A minimum educational requirement for this position is a Bac +5 degree in finance or accounting. This advanced degree is crucial for understanding complex financial systems and ensuring compliance with international financial standards.

Experience:
The ideal candidate should possess significant experience in finance, particularly in field operations within an international NGO context. Experience in a head office setting is also desirable, as it provides a broader understanding of organizational financial management. Candidates should have a proven track record of managing budgets and financial reporting in a multi-country environment.

Languages:
Fluency in English, both spoken and written, is mandatory due to the international nature of the work. Knowledge of additional languages, particularly French, is advantageous and may enhance communication within the team and with stakeholders in the region.

Additional Notes:
The position is classified as a Cadre Intégré, Class 6, with a full-time permanent contract (CDI). The salary ranges from €41,000 to €50,000 gross annually, depending on experience, with a seniority bonus applicable after three years of service at the headquarters. Employees are entitled to 25 days of paid leave and 21 days of RTT (reduction of working time). Health coverage and salary maintenance during illness, maternity, and paternity are provided, along with transport allowances covering 50% of the commuting costs. Employees also receive meal vouchers, with 60% of the value covered by the organization. Teleworking is permitted for all employees within metropolitan territory, with no mandatory in-person presence required except for collective meetings and events, which are limited to three days per month. New team members are required to attend two days of in-person orientation. The role may involve travel to Central Africa for field missions.
