Job Overview: The Associate Sanctions Analyst position at the EIB is a full-time role that requires regular office presence at the Luxembourg headquarters. The successful candidate will support the development of the EIB Group’s Sanctions Compliance Programme, ensuring that the bank adheres to applicable sanctions laws and regulations. This role involves acting as a liaison between the front office and the Office of the Group Chief Compliance Officer (OCCO), fostering constructive relationships with both internal and external stakeholders. The Associate Sanctions Analyst will monitor the legal landscape related to sanctions and provide guidance to Group staff, contributing to the overall effectiveness of the compliance programme. The position is pivotal in minimizing legal and reputational risks for the bank and its employees, and it requires a proactive approach to compliance and risk management.
Duties and Responsibilities: The duties and responsibilities of the Associate Sanctions Analyst include assisting in the development and maintenance of tools, procedures, and processes that support compliance with the EIB Group Sanctions Compliance Policy. The analyst will support the continuous improvement of sanctions risk identification, mitigation, and reporting. They will help coordinate internal control checks and contribute to investigations on sanctions-related matters. Additionally, the analyst will define internal control measures for cases of non-conformity or business risk and provide input to senior staff as needed. The role involves close collaboration with other bank services to guide the 1st and 2nd Line of Defence staff on implementing sanctions compliance policies and procedures. The analyst will also review cases escalated by the bank’s services in line with 2nd Line of Defence procedures, contribute to the development of other compliance frameworks, and support knowledge sharing among colleagues to enhance understanding of sanctions and compliance matters. Keeping up to date with compliance and sanctions regulations, industry trends, and relevant news is essential, as is promoting cooperation and information sharing within the Directorate and across EIBG’s services. The analyst may also participate in relevant conferences and working groups to raise the EIBG’s profile.
Required Qualifications: Candidates must possess a university degree, equivalent to a Bachelor's degree, preferably in Law, Economics, Finance, or Political Science, with a preference for post-graduate qualifications. A minimum of three years of professional experience in areas related to international sanctions or restrictive measures is required. Knowledge and experience in sanctions compliance are considered an asset, as is familiarity with best banking practices in the field of sanctions. Candidates should have a solid understanding of the bank’s objectives, policies, procedures, and organization. Strong communication and writing skills are essential, along with the ability to persuade others without resorting to enforcement measures. Proficiency in standard computer tools and internet searches is necessary, as well as knowledge of compliance-related computer tools.
Educational Background: The educational background required for this position includes a university degree, at least at the level of a Bachelor's degree, preferably in fields such as Law, Economics, Finance, or Political Science. A post-graduate degree is highly desirable and will enhance the candidate's qualifications for the role.
Experience: The position requires at least three years of professional experience in areas related to international sanctions or restrictive measures. Candidates with knowledge and experience in sanctions compliance will have a competitive advantage. Familiarity with best banking practices in the field of sanctions is also beneficial, as is a comprehensive understanding of the bank’s objectives and policies.
Languages: Proficiency in English is mandatory, and candidates should also have a good command of French.
