Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer Funds Management position is crucial for the effective management of the Logistics Cluster budget and the administration of Logistics On Demand Services (ODS). The incumbent will work under the direct supervision of the Head of Funds Management, focusing on ensuring that all financial commitments are raised and liquidated in a timely manner. This role requires collaboration with the South Sudan Logistics team to ensure that funds are managed efficiently and that donor conditions are adhered to. The officer will be responsible for preparing monthly budget reports, monitoring expenditures, and alerting the Coordinator of any funding gaps. This position is designed for someone who is proactive, detail-oriented, and capable of managing multiple tasks simultaneously while ensuring compliance with international accounting standards.

Duties and Responsibilities:
The duties and responsibilities of the Logistics Officer Funds Management include managing the Logistics Cluster budget, ensuring timely raising and liquidation of commitments, tracking grant expenditures, preparing monthly budget overview reports, alerting the Coordinator of funding gaps, and providing funding for valid commitments. The officer will oversee the administration functions of the unit, including staff management and ensuring timely submission of leave requests and claims. Additionally, the officer will manage inter-loans of relief items, prepare and review Supply Chain matrixes for cost recovery, support budget management, and assist in negotiating budgets with customers. The role also involves ensuring that Service Level Agreements (SLAs) are valid and extensions are done on time, as well as clearing customer accounts and following up on payments. The officer will perform other tasks as required, demonstrating flexibility and adaptability in a dynamic work environment.

Required Qualifications:
Candidates must possess a university degree in Accounting, Finance, Economics, Supply Chain Management, Business Administration, Logistics, or a related field. A minimum of three years of post-graduate professional experience in an international context, specifically in funds or grant management or finance, is required. Experience managing the full lifecycle of fund allocations, including alert activation and financial reporting to donors, is essential. For those with a bachelor's degree, at least five years of relevant experience is necessary. Previous experience with the WFP WINGS platform and in emergency operations is preferred, along with a proven track record in supervising staff and building national staff capacity.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Accounting, Finance, Economics, Supply Chain Management, Business Administration, or Logistics. This educational foundation is critical for understanding the complexities of funds management and logistics operations within a humanitarian context.

Experience:
The position requires a minimum of three years of post-graduate professional experience in an international setting, particularly in funds or grant management or finance. Candidates should have experience managing the full lifecycle of fund allocations, including alert activation, proposal design, resource mobilization, and financial reporting. For those holding a bachelor's degree, at least five years of relevant experience is required. Experience in emergency operations and hardship duty stations is desirable, as is experience in supervising staff and building capacity.

Languages:
Fluency in written and oral English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication within diverse teams and with various stakeholders.

This position is offered as an International Consultant (Level 1) with a contract duration of 11 months, subject to renewal based on performance and funding availability.
