Job Overview: The Programme Policy Officer (CBT) position is crucial for the effective implementation of WFP’s cash-based transfer (CBT) programs in South Sudan. The role involves ensuring that cash transfers are delivered efficiently and effectively to over 5 million beneficiaries annually. The officer will be responsible for monitoring and analyzing CBT grants, ensuring compliance with WFP standards and financial regulations. This position requires a strategic thinker who can navigate complex logistical challenges and adapt to rapidly changing circumstances in the field. The officer will work closely with various teams to develop innovative solutions to address food insecurity and improve operational efficiency. The role also includes capacity building for service providers and WFP staff, ensuring that all stakeholders are equipped to deliver effective CBT programming. The successful candidate will play a key role in enhancing the digital management of beneficiary identities and transfer modalities, contributing to the overall mission of WFP in South Sudan.
Duties and Responsibilities: The Programme Policy Officer (CBT) will have a comprehensive set of responsibilities, including: reviewing, monitoring, and analyzing CBT grants to ensure alignment with WFP standards; providing periodic analysis on CBT funds and grant balances; monitoring progress against key performance indicators; researching and identifying cost-effective delivery instruments for cash transfers; managing and monitoring purchase order lines; developing and maintaining a distribution tracking tool in collaboration with the data analysis team; ensuring timely receipt of invoices from financial service providers; tracking transfer value/cost invoices; supporting reconciliation processes; providing capacity building for service providers and WFP staff; conducting oversight missions to field locations; and ensuring that all CBT is received by the right beneficiaries at the right time.
Required Qualifications: Candidates must possess an advanced university degree in relevant fields such as Engineering, Computer Science, Economics, Business Administration, Statistics, or Data Science. Alternatively, a first university degree with additional years of related work experience and/or training may be accepted. The role requires strong analytical skills, excellent interpersonal and communication abilities, and a proven track record in developing innovative solutions to complex problems. Candidates should demonstrate a commitment to WFP's values and mission, and the ability to work effectively under pressure.
Educational Background: An advanced university degree in a relevant field is required for this position. Candidates with a first university degree must have additional years of relevant work experience and/or training to be considered. The educational background should ideally include coursework or training in areas related to cash-based transfers, financial management, or humanitarian assistance.
Experience: For candidates holding a master’s degree, a minimum of three years of relevant postgraduate professional international experience is required. For those with a bachelor’s degree, a minimum of five years of relevant experience is necessary. Candidates should have progressive professional experience in developing and delivering training and capacity-building initiatives, managing teams in international or development settings, and hands-on experience with cash-based transfers and digital beneficiary management systems. Experience in financial and program analysis, operational planning, and working in emergency operations is considered an asset.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of the diverse regions where WFP operates.
Additional Notes: This position is a Regular International Consultant (Level 1) with a contract duration of 11 months, renewable based on performance and funding availability. The role is based in Juba, South Sudan, and involves working in a challenging environment that requires resilience and adaptability.
