Job Overview:
The Monitoring and Evaluation Officer position at WFP is crucial for ensuring that the organization's programs are effectively monitored and evaluated to meet the needs of the populations it serves. The officer will be responsible for providing technical support in the development and implementation of monitoring and evaluation (M&E) activities, ensuring alignment with WFP's policies and guidelines. The officer will also supervise a monitoring team, conduct field visits, and engage with local partners to enhance the quality and effectiveness of food assistance delivery. Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • Providing technical support for the development and implementation of M&E activities, ensuring alignment with WFP policies.
  • Preparing reports and data analyses to highlight trends and issues, ensuring adherence to corporate standards.
  • Ensuring accurate and timely recording of data related to assistance programs and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security assessments.
  • Liaising with internal counterparts and local partners to support project implementation and monitoring.
  • Supervising the monitoring team, ensuring balanced coverage and conducting regular training for field monitors.
  • Conducting field visits and interviews to understand operational contexts and identify actionable solutions.
  • Verifying the quality of data collected and supporting data quality initiatives.
  • Supporting beneficiary verification exercises and leading the re-targeting process when required.
  • Acting as the focal point for the Accountability to Affected Populations (AAP) team, ensuring effective communication and feedback mechanisms are in place. 1
  • Supporting the preparation of Food Distribution Point mapping and other relevant monitoring planning activities.

Required Qualifications:
The required qualifications for this position include a completion of secondary school education, with a post-secondary certificate in a related functional area being preferred. Candidates should possess at least six years of experience in monitoring and evaluation, program implementation, or related functions. Proficiency in Microsoft Office applications, particularly Excel, is essential, along with good data analysis skills and knowledge of data visualization tools such as SPSS, STATA, or Tableau. Behavioral competencies such as leadership, client orientation, and teamwork are also important for success in this role.

Educational Background:
Candidates are expected to have completed secondary school education, with a preference for those who have obtained a post-secondary certificate in a relevant field. This educational background provides the foundational knowledge necessary for understanding the complexities of monitoring and evaluation in humanitarian contexts.

Experience:
The position requires a minimum of six years of relevant experience in monitoring and evaluation, program implementation, or related fields. This experience should demonstrate a strong understanding of M&E processes and the ability to analyze and interpret data effectively. Candidates should also have experience in coordinating with various stakeholders and managing teams to achieve program objectives.

Languages:
Fluency in both oral and written communication in English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to communicate with diverse populations and stakeholders.

Additional Notes:
The contract type for this position is Fixed Term (G6) with a duration of 12 months. The duty stations are located in the Homs Area Office and the South Field Office in Damascus. The position requires the recruitment of two employees.
