Job Overview:
The Youth Team Leader will play a crucial role in the implementation of the Carry-on Youth programme in Mocimboa da Praia, which aims to support marginalized and conflict-affected youth in accessing educational, livelihood, and social engagement pathways. This position involves overseeing the day-to-day operations of the youth programme, managing staff, and ensuring effective communication with stakeholders. The Youth Team Leader will be responsible for providing technical support, developing assessment tools, and establishing guidelines for the operationalization of the Youth Hub. This role requires collaboration with various team members to define and implement the operational model of the Youth Hub, ensuring that the training offered meets the needs of the youth beneficiaries. The Youth Hub serves as a community center and safe space for youth, providing access to digital resources and mentorship, and the Youth Team Leader will be instrumental in guiding and mentoring project beneficiaries throughout their training and beyond.

Duties and Responsibilities:
The Youth Team Leader will be responsible for a wide range of duties, including:
  • Ensuring compliance with NRC policies, tools, handbooks, and guidelines.
  • Implementing the delegated portfolio of the Youth program, including activities, budget, and project documents, in line with the project workplan while ensuring high technical quality.
  • Preparing and developing activity reports as required by management.
  • Managing the Youth staff in the area office, providing guidance and support.
  • Assessing, promoting, and documenting ideas for technical improvement and further program development options.
  • Ensuring that the project is directed towards the target population and stakeholders as defined in the youth program strategy and project proposal.
  • Contributing to the monitoring and evaluation of youth program activities in collaboration with the M&E team.
  • Supporting the collection and analysis of sex- and age-disaggregated data to enhance the effectiveness of programming.
  • Overseeing and supervising the implementation of youth project activities in Mocimboa da Praia with technical guidance from the Youth PDM. 1
  • Organizing NRC Youth activities in collaboration with the youth team, youth PDM, and logistical support. 1
  • Monitoring and reporting the progress of project activities to ensure they are implemented according to plans, quality standards, budget, and donor guidelines. 1
  • Supporting the Youth PDM in workplan design and execution according to the youth activities strategy. 1
  • Assisting in the operational management of the Youth Hub and identifying key processes and gaps for improvement. 1
  • Ensuring direct communication and feedback with project beneficiaries and organizing assessments with M&E staff. 1
  • Contributing to the development of a communication strategy to inform youth about project activities, ensuring the inclusion of all community members and marginalized groups. 1
  • Conducting technical assessments and participating in community mobilization activities as required. 1
  • Supporting assigned staff in their professional development and identifying training needs. 1
  • Working with a gender and protection lens to incorporate these aspects into all Youth plans and activities.

Required Qualifications:
The ideal candidate for the Youth Team Leader position should possess the following qualifications:
  • A minimum of 3 years of experience working in a technical and/or operational youth programme management role.
  • Previous experience in complex and volatile contexts, demonstrating the ability to navigate challenging environments.
  • Documented results related to the responsibilities of the position, showcasing successful project management and implementation.
  • Prior experience in technical capacity development, indicating a strong background in training and mentoring.
  • Fluency in spoken and written Portuguese is mandatory, while knowledge of English is considered an asset.
  • Familiarity with local languages spoken in Cabo Delgado, particularly in the Mocimboa da Praia district, is advantageous.
  • Strong ability to multi-task and work under tight deadlines, demonstrating effective time management skills.
  • Capacity to work independently and proactively with limited daily support and supervision.
  • Contextual understanding of the youth sector and stakeholders in Mozambique is an advantage, as is experience working with local and/or international youth partners. 1
  • Excellent oral and communication skills, particularly in engaging with vulnerable groups. 1
  • Proficiency in Office 365 tools (Word, Excel, PowerPoint) and collaborative platforms (SharePoint, Microsoft Teams or similar).

Educational Background:
Candidates should have a relevant educational background that supports their ability to fulfill the responsibilities of the Youth Team Leader position. This may include degrees in fields such as social work, education, youth development, or related disciplines. Additional certifications or training in project management, monitoring and evaluation, or youth programming would be beneficial and enhance the candidate's qualifications for this role.

Experience:
The position requires a minimum of 3 years of relevant experience in youth programme management, particularly in technical and operational roles. Candidates should have a proven track record of working in complex and volatile contexts, demonstrating their ability to adapt and respond to challenging situations effectively. Experience in capacity development and working with vulnerable groups is essential, as is familiarity with the local context and stakeholders in Mozambique. Candidates should also have experience in managing teams and projects, ensuring that activities are implemented according to established guidelines and standards.

Languages:
Fluency in spoken and written Portuguese is mandatory for this position, as it is the primary language of communication in the region. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and partners. Additionally, familiarity with local languages spoken in Cabo Delgado, especially in the Mocimboa da Praia district, is highly desirable, as it can enhance engagement with the community and beneficiaries.
