Job Overview:
The Risk, Compliance and Liaison Specialist plays a crucial role in ensuring that the Danish Refugee Council adheres to its internal procedures and external legal requirements in Turkey. This position is pivotal in maintaining DRC's registration and legal compliance, fostering strong relationships with relevant authorities, and promoting a culture of compliance and risk management within the organization. The Specialist is responsible for planning and implementing capacity-building initiatives related to risk management and compliance, ensuring that DRC's operations align with its Code of Conduct and accountability commitments. This role requires a strategic approach to developing country strategies and translating them into actionable plans, while providing technical guidance to country operations and overseeing activities within Turkey.

Duties and Responsibilities:
The duties and responsibilities of the Risk, Compliance and Liaison Specialist include:
  • Risk Management: Implementing risk management and compliance measures in DRC Turkey, ensuring adherence to reporting requirements, and coordinating with HQ counterparts. Analyzing trends from risk management mechanisms and providing management with recommendations for improvements.
  • Compliance and Liaisoning: Leading audit processes, ensuring compliance with relevant laws in Turkey, and establishing strong relationships with government partners. Advising field staff on legal requirements and participating in internal and external working groups. Keeping track of legal cases involving DRC and managing relations with legal representatives.
  • Data Protection: Ensuring compliance with data protection legislation, including the Turkish Law on the Protection of Personal Data and GDPR.
  • Code of Conduct and Accountability: Supporting the dissemination of the Code of Conduct and safeguarding policies, organizing training activities, and contributing to a functional accountability system in DRC Turkey.

Required Qualifications:
To qualify for this position, candidates must possess the following qualifications:
  • A university or master's degree in law, social sciences, or humanities.
  • A minimum of 3 years' experience in managing risks and compliance issues, preferably within an international NGO or similar organization.
  • Fluency in English and Turkish, both written and spoken.
  • Demonstrated ability to uphold and promote ethical standards and integrity in line with DRC's values and Code of Conduct.

Educational Background:
Candidates are required to have a university degree or a master's degree in law, social sciences, or humanities. This educational background is essential for understanding the legal frameworks and social dynamics relevant to the role, particularly in the context of compliance and risk management within humanitarian operations.

Experience:
The position requires at least 3 years of relevant experience in managing risks and compliance issues. Previous experience working with international NGOs or similar organizations is highly desirable, as it provides the necessary context and understanding of the complexities involved in compliance and risk management in humanitarian settings.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Additionally, fluency in Turkish is required to effectively liaise with local authorities and stakeholders. Knowledge of other languages may be considered an asset but is not mandatory.

The contract for this position is set to last until December 31, 2026, with a designation of Duty Station at the Country Office in Gaziantep. The expected start date for this role is April 20, 202
