Job Overview:
The Finance Officer position is crucial for overseeing the financial functions within the Bauchi State Office of the EpiC project. This role involves ensuring compliance with contractual and financial requirements, providing strategic financial management, and supporting the overall financial health of the project. The Finance Officer will work closely with the Senior Finance Officer and will be responsible for a variety of financial tasks, including budget monitoring, financial reporting, and audit support. The position requires a proactive approach to financial management, with a focus on capacity strengthening of partner institutions and health facilities. The Finance Officer will also play a key role in ensuring that financial transactions are processed accurately and in compliance with organizational policies and donor requirements, thereby contributing to the overall success of the EpiC project.

Duties and Responsibilities:
  • Financial Transactions and Compliance: Lead the collation, review, processing, and upload of financial transactions in compliance with organizational policies, donor requirements, and accounting standards. Ensure accuracy and completeness of financial documentation and assist in post-reviews of completed transactions. Support month-end financial procedures, including reconciliations and statutory remittances.
  • Budget Monitoring and Financial Reporting: Monitor project budgets in line with approved work plans and donor agreements. Analyze expenditures and prepare regular and ad hoc financial reports. Assist with project pipeline preparation and ongoing budget monitoring to ensure effective cost control.
  • Audit and Assurance Support: Support internal and external audits by retrieving and submitting required documentation. Respond to audit queries and assist with the preparation of audit schedules. Implement and track audit recommendations across EpiC projects.
  • Technical and Operational Finance Support: Provide technical finance support to EpiC finance activities, including data collection and compliance tool testing. Assist with report writing and follow-up communication related to finance and compliance activities.
  • Administrative and Logistics Support: Coordinate logistics for workshops, trainings, and meetings. Manage vehicle movements and fuel records, and support office operations, including asset tracking and inventory management.
  • Coordination and Other Duties: Provide coverage for staff on leave and perform other related duties as assigned. Support continuous improvement of finance and administrative processes in line with organizational standards.

Required Qualifications:
Candidates must possess a Bachelor’s degree in accounting, Finance, Business Administration, or a related field, with 3–5 years of relevant experience; or a Master’s degree in the same fields with 3 years of relevant experience. A minimum of 3 years of accounting experience supporting international development or donor-funded programs is required. Familiarity with DOS-funded programs and NGO operations in Nigeria is an advantage. Professional certification such as CPA, ACA, or ACCA is also advantageous. Candidates should demonstrate experience working effectively in multicultural environments and possess excellent written and verbal communication skills, with a strong attention to clarity and accuracy.

Educational Background:
The position requires a Bachelor’s degree in accounting, Finance, Business Administration, or a related field. A Master’s degree in these fields is preferred, especially for candidates with less than 5 years of experience. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to effectively manage the financial responsibilities of the role.

Experience:
The ideal candidate should have a minimum of 3 years of relevant accounting experience, particularly in supporting international development or donor-funded programs. Experience with DOS-funded programs and familiarity with NGO operations in Nigeria will be considered an advantage. Candidates should also demonstrate a proven ability to work in multicultural environments and possess strong organizational skills.

Languages:
Proficiency in English is mandatory, as the role requires strong written and verbal communication skills. Knowledge of local languages may be beneficial but is not explicitly required for the position.

This position is based in Bauchi, Nigeria, and may require travel within the region, estimated at 30% of the time. The role is full-time and involves working in a typical office environment.
