Job Overview:
The position of Coordinator for Monitoring Evidence, Accountability, and Learning (MEAL) is crucial for leading, harmonizing, and strengthening the MEAL system at the national level. The incumbent is responsible for ensuring the strategic coherence of monitoring systems for outputs and outcomes, guaranteeing the quality and reliability of consolidated data at the country level, and ensuring its effective use for programmatic and strategic decision-making. This role involves close collaboration with the MEAL Manager and requires a proactive approach to enhance the MEAL practices across various Area Offices, ensuring that data-driven decision-making is prioritized and effectively implemented.

Duties and Responsibilities:
The Coordinator will have a wide range of responsibilities, including:
  • General Responsibilities: Work in compliance with NRC policies, frameworks, guidelines, and procedures. Contribute to the development and execution of the country MEAL strategy in collaboration with the MEAL Manager. Ensure harmonization of MEAL practices across Area Offices. Guarantee the coherence of logical frameworks, MEAL matrices, and monitoring systems at the national level. Supervise and enhance the quality of MEAL systems across all areas. Promote the strategic use of data for decision-making at the country level.
  • Leadership, Coordination, and Capacity Building: Provide technical supervision and support to Area MEAL Coordinators, ensuring alignment of MEAL practices with national strategy and standards. Develop and implement a national capacity-building plan for MEAL, including training, coaching, and harmonization of tools and methodologies across Area Offices. Ensure consistent prioritization of MEAL activities at the country level in collaboration with the MEAL Manager and program teams. Foster a culture of technical excellence, data quality, and continuous learning within MEAL teams.
  • Strategic Planning & Execution: Develop and update the country MEAL strategic framework in collaboration with the MEAL Manager. Ensure alignment of Area MEAL Coordinators with national strategic priorities. Supervise the quality of logical frameworks, M&E matrices, and IPTT of projects. Coordinate the consistent breakdown of annual targets with program teams and Area MEAL Coordinators. Ensure coherence between output monitoring, outcome tracking, and donor requirements at the country level.
  • Monitoring – Outputs and Outcomes: Supervise and harmonize monitoring systems for outputs and outcomes across Area Offices. Establish mechanisms for regular review of data quality at the country level. Identify systemic gaps and propose strategic adjustments.
  • Data Utilization & Information Management: Coordinate and harmonize MEAL data flows from Area Offices to the National Office. Collaborate closely with the IM & Data Quality Technical Officer for data validation, deduplication, and standardization. Ensure consistency in data management and archiving standards at the country level.
  • Evaluations & Learning: Contribute to the strategic planning of evaluations at the country level, ensuring alignment with programmatic priorities and donor requirements. Supervise technical harmonization of evaluation methodologies implemented in Area Offices, ensuring adherence to NRC standards for quality, ethics, and data protection. Ensure coherence and quality in data collection and analysis processes across areas, providing technical support to Area MEAL Coordinators. Promote systematic integration of evaluation results and learning into programming cycles.
  • Reporting & Strategic Analysis: Ensure coherence and quality of consolidated analyses at the country level. Supervise MEAL contributions to strategic donor reports. Guarantee alignment of MEAL analyses with country program strategy and grant management priorities. Work closely with the ALR Coordinator to ensure analytical quality of country narratives.
  • Accountability to Affected Populations (AAP): Ensure strategic coherence of AAP integration across Area Offices. Supervise alignment of CFM mechanisms with NRC standards and institutional requirements. Monitor CFM trends at the country level and integrate them into strategic program reviews. Coordinate with the CFM Coordinator for national oversight.
  • Coordination of Area Offices: Provide technical supervision to Area MEAL Coordinators. Organize monthly MEAL reviews at the country level. Harmonize tools, methods, and standards across areas. Support the resolution of technical challenges encountered at the Area Office level. 1
  • Governance & Compliance: Ensure compliance of the country MEAL system with NRC standards, donor requirements, and applicable regulatory frameworks. Coordinate the technical preparation of internal and external audits related to MEAL dimensions, consolidating required documentation and ensuring availability of evidence. Document and follow up on the implementation of audit recommendations in collaboration with Area MEAL Coordinators and program teams. Contribute to the development, monitoring, and updating of Systemic Improvement Plans (SIPs) related to MEAL processes. Provide regular reporting on the status of corrective actions and improvement measures to the MEAL Manager and country coordination bodies.

Required Qualifications:
The ideal candidate should possess the following qualifications: General professional skills: A university degree (Master's level) in statistics, social sciences, development, economics, or a related field. A minimum of 3 years of experience in MEAL within complex humanitarian contexts. Strong experience in monitoring, data quality, and MEAL coordination. Good understanding of MEAL frameworks, MEAL matrices, and donor requirements. Proven experience in supervision and capacity building. Specific skills, knowledge, and experience relevant to the context: Proficiency in data collection tools (Kobo/ODK), advanced Excel; Power BI is an asset. Strong analytical, structuring, and data synthesis skills. Understanding of accountability principles, data protection, and MEAL ethics.

Educational Background:
Candidates are required to have a Master's degree in a relevant field such as statistics, social sciences, development, or economics. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage and implement MEAL systems and processes.

Experience:
Candidates should have a minimum of 3 years of relevant experience in MEAL, particularly in complex humanitarian settings. This experience should include a solid understanding of monitoring systems, data quality assurance, and the coordination of MEAL activities across different teams and locations. Proven experience in capacity building and supervision of MEAL staff is also essential.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in the region. Proficiency in English is considered a good asset, as it may facilitate communication with international stakeholders and enhance the candidate's ability to engage with diverse teams and partners.

This position is full-time and is based in Goma, Democratic Republic of the Congo. The role involves significant coordination with various Area Offices and requires a candidate who is willing to travel as needed.
