Job Overview:
The Associate Public Information Officer position is crucial for the Strategic Communications and Public Information Division within MONUSCO. The role involves developing and implementing communication plans that align with the mission's objectives. The incumbent will coordinate various activities, monitor progress, and prepare reports to ensure effective communication strategies are in place. This position requires staying informed about political developments in the DRC and providing communication support to senior officials and public information staff. The officer will also draft internal communications, ensuring that all information disseminated within the mission is accurate and timely. Additionally, the role includes administrative responsibilities, such as managing human resources activities and supporting the overall administration of the office, ensuring smooth operations and effective information flow.

Duties and Responsibilities:
The duties and responsibilities of the Associate Public Information Officer include:
  • Developing and coordinating communication plans and activities, monitoring progress, and preparing reports.
  • Supervising the preparation of various documents and managing archives.
  • Keeping abreast of political developments and providing communication support to senior management.
  • Contributing to reports on communications activities and trends to mission leadership and UNHQ.
  • Drafting internal communications materials, including newsletters and reports.
  • Ensuring the accuracy and timeliness of internal communications.
  • Assisting in administrative tasks, including human resources activities related to recruitment, training, and performance appraisal.
  • Monitoring local news and media for relevant information.
  • Managing budget proposals and monitoring expenditures. 1
  • Performing other duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as Journalism, Communication, Public Information, or Business Administration. Alternatively, a first-level degree combined with two years of relevant experience may be acceptable. The role requires a strong understanding of public information and communication strategies, as well as the ability to manage and coordinate projects effectively.

Educational Background:
An advanced university degree in Journalism, Communication, Public Information, Business Administration, or a related field is required. A first-level degree may be considered if accompanied by additional relevant experience. This educational background is essential for understanding the complexities of public information and communication within the context of the United Nations.

Experience:
A minimum of two years of professional experience in journalism, communications, public information, or a related field is required. Candidates should demonstrate the ability to develop budgets and implementation plans for partnership projects, as well as the capacity to monitor and coordinate such projects effectively. Experience in a similar role within an international organization is highly desirable.

Languages:
Fluency in English and French is required, as these are the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages. Additionally, fluency in one of the national languages of the Democratic Republic of Congo is required, which will enhance communication with local stakeholders and communities.
