Job Overview: In response to needs and as part of its technical expertise, HI has been operating in the Democratic Republic of the Congo (DRC) since 1995, recognized as a key player in humanitarian assistance and logistics. In Kinshasa, multi-year development projects are implemented focusing on Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education, and Inclusive Governance. The Goma base in North Kivu currently implements six projects, including a mobile clinic for mental health and an emergency response project for primary health care. The new operational strategy for 2026-2028 has just been validated, aiming to diversify activities in Eastern DRC and grow in terms of volume. The year 2026 will be dedicated to developing the new strategic cycle, validating sectoral action plans, and focusing on operational response capabilities, protection, economic recovery, and improving access to rehabilitation care and services in DRC, including strategic partnerships.
Duties and Responsibilities:
Technical Expertise: Contribute to regional strategies in line with global strategies, provide technical support to projects according to global technical frameworks and standards, ensure technical learning from projects, monitor the technical quality and relevance of HI's activities, ensure compliance of technical proposals with nexus issues, contribute to research and innovation project development in the region, and facilitate professional channels within the program.
Influence: Contribute to the local external prestige and influence of HI's expertise in its sector.
Development of Opportunities: Ensure the development of major opportunities or new projects in the region relevant to the sectoral scope.
Required Qualifications: Candidates must hold a degree in physical and functional rehabilitation (physiotherapy, occupational therapy, orthotics-prosthetics, or rehabilitation medicine). A minimum of 5 years of experience in rehabilitation, including experience in NGOs or in contexts related to both emergency and development, is required. Experience in developing rehabilitation strategies, technical influence, project writing, capacity building, and technical advising is essential. Candidates must have experience in team management, including management frameworks and tools.
Educational Background: A degree in physical and functional rehabilitation is mandatory, with specific fields including physiotherapy, occupational therapy, orthotics-prosthetics, or rehabilitation medicine being preferred.
Experience: The position requires at least 5 years of relevant experience in rehabilitation, with a strong background in both emergency and development contexts, as well as experience in strategy development, technical influence, project writing, and capacity building.
Languages: Fluency in French, both written and spoken, is essential. Knowledge of any local languages will be considered an asset.

The international contract includes social coverage tailored to individual needs, such as unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at 2757 € gross per month, depending on professional experience, with a per diem of 677 € net per month paid in local currency. Additional hardship pay of 500 € net per month is provided. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 3 months. The position is unaccompanied, with transport, visa, and personal effects transport costs covered. After 12 months of service, a child allowance of 100 € is provided for employees with two or more dependent children, paid in local currency. Collective accommodation is provided by HI, and local packages are available for residents.
