Job Overview: The Monitoring, Evaluation and Learning (MEL) Officer will play a crucial role in supporting the implementation of the STRIDES Activity in Nigeria. This position involves tracking indicators, managing data collection, supporting reporting, and contributing to learning and adaptive management. The MEL Officer will assist in developing and operationalizing MEL tools and dashboards, ensuring that MEL activities align with the Activity MEL Plan (AMELP) and FHI 360 standards. The role also includes providing technical support to STRIDES Nigeria, contributing to capacity building of staff and partners, and promoting data use for program improvement. The MEL Officer will be instrumental in ensuring that data-driven decision-making is at the forefront of program implementation.
Duties and Responsibilities: The MEL Officer will be responsible for supporting the implementation of MEL systems, tools, and procedures to collect, collate, analyze, and utilize data that demonstrate program progress and accountability. Key responsibilities include providing technical support in the development and dissemination of MEL tools, tracking project indicators, producing reports and dashboards, maintaining protocols and data sets, and assisting with the implementation of technical activities. The officer will also conduct analyses of project implementation to identify areas for improvement, contribute to technical briefs and reports, and support state-level staff in using data for adaptive management decisions. Additionally, the MEL Officer will maintain a database of project indicators, assist with data collection for client reports, and support data quality assurance activities.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, or related disciplines. The position requires a strong understanding of MEL concepts and practices, proficiency in database management software and data visualization tools, and excellent organizational and analytical skills. Candidates should also demonstrate the ability to communicate effectively and work collaboratively in diverse environments.
Educational Background: A Bachelor's Degree or its international equivalent in Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required for this position. This educational background is essential to ensure that the MEL Officer has the necessary knowledge and skills to effectively perform the duties associated with monitoring and evaluation.
Experience: Typically, candidates should have at least 4+ years of relevant experience in monitoring, evaluation, and learning, which includes managing data collection, analysis, and reporting at the program or project level. Prior experience in a non-governmental organization (NGO), government agency, or international organization is preferred. Experience with both quantitative and qualitative data collection methods, routine monitoring, and reporting is essential. Familiarity with data visualization tools and statistical software is also desirable, as is experience in supporting MEL capacity building and data quality assurance.
Languages: Fluency in English is mandatory, as the MEL Officer must be able to read, write, and speak the language proficiently. While English is the primary language required for this position, knowledge of additional languages may be considered an asset, particularly in regions where local languages are prevalent and could enhance communication with stakeholders.
Additional Notes: This position does not have supervisory responsibilities but reports to the STRIDES Nigeria MEL Advisor. The role may involve domestic travel of up to 10% - 25%.
