Job Overview: The coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator plays a crucial role in overseeing the financial operations of the NRC projects in Ukraine, particularly in the North Area. This position is responsible for implementing financial procedures, ensuring compliance with NRC policies, donor requirements, and national labor laws. The Finance Coordinator will manage the finance team, providing guidance, training, and support to ensure effective financial management. The role involves preparing financial reports, conducting analyses, and maintaining accurate financial records. The Finance Coordinator will also contribute to the planning and implementation of projects, ensuring financial sustainability and supporting project staff in financial matters. This position requires strong leadership skills and the ability to work collaboratively with various stakeholders to achieve NRC's objectives in Ukraine.
Duties and Responsibilities: The Finance Coordinator's duties and responsibilities include the following:
Ensure the development and implementation of NRC’s finance systems and procedures.
Ensure adherence to NRC policies, handbooks, guidelines, donor requirements, and national labor laws in all financial processes.
Prepare and submit financial reports and analyses in a timely manner.
Maintain proper filing of finance documents and ensure their accessibility.
Support line managers in financial procedures and provide training to the finance team.
Manage the recruitment, induction, training, and performance management of finance staff.
Conduct financial monitoring and risk management related to the North Area Office transition and closure process.
Maintain accurate finance records and prepare monthly accounts.
Conduct financial analyses and prepare Budget vs Actual (BvA) reports, including expenditure forecasting. 1
Lead monthly BvA meetings for the North Area Office under the supervision of the Area Manager (AM). 1
Update the Master Budget Spending Plan regularly and provide quarterly analyses to the Assistant Manager (ASM) and AM. 1
Develop and update spending plans in collaboration with the finance team and Area Project Managers (PMs). 1
Ensure good cash flow management and availability of sufficient funds for operations. 1
Train and build the capacity of finance staff and other support and program staff. 1
Support the Finance Manager during year-end closure and audits. 1
Assist AM, ASM, APM, and PMs in preparing donor budgets and financial reports. 1
Participate in relevant senior staff meetings and perform any other duties assigned by the ASM or AM. 1
Ensure the securing of supporting documents and reconciliation of deliverables. 1
Provide up-to-date financial analyses and reports to the AM, ASM, APM, FM, and PMs as requested. 2
Support project staff in financial matters and promote cooperation with relevant departments in the Country Office.
Required Qualifications: The required qualifications for the Finance Coordinator position include:
Broad experience in finance and leading a finance unit, particularly in a humanitarian or recovery context.
Intermediate level understanding of international accounting standards.
Documented results related to the responsibilities of the position.
Experience in financial management within the NGO sector.
Strong leadership skills and the ability to mentor and coach finance staff.
Knowledge of international donor regulations and compliance requirements.
Proficiency in accounting systems and advanced skills in MS Excel.
Educational Background: The educational background required for the Finance Coordinator position typically includes a degree in finance, accounting, business administration, or a related field. A professional qualification in accounting (such as CPA or ACCA) is highly desirable and may be preferred by the organization. Relevant certifications or training in financial management, budgeting, and reporting are also beneficial.
Experience: The position requires a significant level of experience, typically at least 5 years, in finance management, particularly within the humanitarian or NGO sector. Candidates should have experience in leading finance teams, managing budgets, and ensuring compliance with financial regulations. Experience in financial reporting, analysis, and donor budget preparation is essential, as well as familiarity with the financial context in Ukraine.
Languages: Fluency in both English and Ukrainian, both written and spoken, is mandatory for this position. Knowledge of additional languages may be considered an asset, but English and Ukrainian are the primary languages required for effective communication within the organization and with stakeholders.
