Job Overview:
The Analyst II, Global Awards Finance and Operations position at CRS is designed to provide essential finance and operations support for a defined portfolio of global projects, with a primary focus on the REACH Malaria project funded by the US Department of State. This role involves leading communications on financial issues, ensuring compliance with donor and CRS policies, and managing financial management tasks. The analyst will be responsible for monitoring project spending against budgets, preparing financial reports, and assisting with financial audits. The position requires a strong background in finance and program management, as well as a deep understanding of donor funding mechanisms, particularly those related to U.S. Government contracts. The analyst will work closely with program staff, sub-grantees, and finance teams to ensure the effective management of global awards, contributing to the overall success of CRS's mission to serve those in need.

Duties and Responsibilities:
The Analyst II will have a comprehensive set of duties and responsibilities, including:
  • Financial Management: Act as the focal point for global award financial management issues, monitor project spending against budgets, prepare limitation of funds notices, and ensure compliance with financial regulations.
  • Financial Reporting: Prepare financial and donor reports to facilitate budget monitoring and reconciliation. Review financial reports from subrecipients and assist in tracking and reporting on Level of Effort (LOE) contracts.
  • Financial Compliance: Support financial audits, ensure timely closure of audit recommendations, and coordinate compliance requirements for global awards.
  • Cost Application Development: Assist in developing cost applications, ensuring that budgets accurately reflect the necessary costs for program activities.
  • Collaboration: Work with multi-cultural teams and maintain strong communication with various stakeholders to ensure effective financial management and compliance across projects.

Required Qualifications:
Candidates must possess a Bachelor's degree in Finance, Accounting, or a related field, along with a minimum of 5 years of relevant experience in contracts or grants management. They should have a solid understanding of financial reporting, fund accounting, and U.S. Government funding regulations for non-profit organizations. Strong analytical, strategic thinking, and problem-solving skills are essential, as well as the ability to develop new systems and templates to improve current processes. Excellent communication skills, both oral and written, are required, along with proficiency in MS Office programs, particularly Excel, Word, and PowerPoint. Knowledge of Oracle enterprise systems and experience with contracts are preferred qualifications.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Finance, Accounting, or a related field. A Master's degree in a similar discipline is preferred, as it demonstrates a higher level of expertise and understanding of financial management principles relevant to the role.

Experience:
The position requires a minimum of 5 years of relevant experience in contracts or grants management. Candidates should have a proven track record of managing complex budgets, financial reporting, and compliance with donor regulations. Experience in a non-profit organization, particularly with U.S. Government funding, is highly desirable.

Languages:
Fluency in written and spoken English is mandatory for this position, while proficiency in French is strongly preferred. This language requirement reflects the need for effective communication with diverse stakeholders and partners in various regions.

The position does not involve supervisory responsibilities and requires the candidate to be willing to travel up to 10% of the time.
