Job Overview: The Program Manager will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, ensuring the quality, coherence, and impact of ACF's programs in Burkina Faso. This role involves providing programmatic leadership, resource mobilization, integrating cross-cutting priorities such as gender, protection, and accountability, as well as strategic external representation and technical and operational management of the mission in a complex and evolving environment. The Program Manager will be responsible for translating the strategic vision of the programs into operational actions, overseeing technical implementation, monitoring and evaluation, and ensuring program quality. Additionally, the role includes representing ACF programmatically and coordinating with external stakeholders, managing and supporting program departments, and stepping in for the Country Director when necessary.
Duties and Responsibilities:
Lead the operational translation of the strategic vision of ACF programs in Burkina Faso.
Supervise the technical implementation of programs, ensuring adherence to quality standards and effective monitoring and evaluation processes.
Represent ACF in programmatic discussions and coordinate with external partners and stakeholders.
Manage and support program departments, fostering collaboration and ensuring alignment with organizational goals.
Act as interim Country Director when required, maintaining continuity in leadership and decision-making.
Develop and implement strategies for resource mobilization and partnership development.
Ensure integration of cross-cutting issues such as gender, protection, and accountability into design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation.
Maintain strong relationships with local authorities and humanitarian actors to enhance program effectiveness. 1

Required Qualifications: Candidates must possess a Master's degree in development, humanitarian action, political science, law" style="border-bottom: 1px dotted #007bff !important;">international law, management, or project management. A minimum of 5 years of professional experience is required, with at least 2 years in a similar managerial role within an NGO. Proven experience in project cycle management, monitoring and evaluation, strategic planning, and managing multisectoral programs is essential. Candidates should also have experience in donor relations, networking, and humanitarian or development coordination, as well as demonstrated community participation and engagement skills. Strong organizational skills, the ability to manage priorities, and excellent interpersonal skills are crucial for success in this role.
Educational Background: A Master's degree in relevant fields such as development, humanitarian action, political science, international law, management, or project management is required for this position. This educational background is essential to equip the candidate with the necessary knowledge and skills to effectively manage programs and lead teams in a complex humanitarian context.
Experience: The position requires a minimum of 5 years of professional experience, with at least 2 years in a managerial role within an NGO. Candidates should have a solid track record in project cycle management, monitoring and evaluation, strategic planning, and managing multisectoral programs. Experience in community engagement and working with local authorities is also important, as is familiarity with donor relations and humanitarian coordination.
Languages: Fluency in both French and English, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is open to national candidates in accordance with ACF Burkina's national salary grid. For international candidates, the contract is a fixed-term contract under French law for 12 months, extending until May 31, 202
The gross monthly salary ranges from 2899 to 3376 euros, depending on experience, and includes a 13th month payment. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in the base salary every 12 months of continuous contract. Additional benefits include a monthly per diem and living expenses of 535 euros net, a monthly contextual allowance of 300 euros, and a child allowance of 1500 euros per year per child present in the home country (up to a maximum of 6000 euros per year). Transportation and accommodation are provided, with individual apartment housing arrangements. Medical coverage includes 100% reimbursement of health insurance contributions and repatriation insurance, as well as coverage for medical expenses. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with an additional 215 euros compensation for each RnR day. Ongoing support and training will be provided.
