Job Overview: The Human Resources Officer is accountable to the Human Resource Manager and is responsible for providing advanced human resource services in various areas including recruitment, performance management, employee relations, training and development, benefits administration, and policy implementation. The role involves supporting the HR Manager by coordinating HR operational functions at the field level, ensuring adherence to policies, and providing guidance to HR officers and staff to promote an effective, compliant, and motivated workforce in the RI Maban field office. The incumbent will play a crucial role in developing and implementing HR policies, managing talent acquisition activities, and fostering a positive work environment that encourages dialogue and constructive feedback among personnel. Additionally, the HR Officer will contribute to institutional gender and diversity initiatives and support systems that prevent sexual exploitation and abuse while promoting the implementation of the Code of Conduct and safeguarding policies.
Duties and Responsibilities: The HR Officer will support policy development and implementation in collaboration with the country's HR manager, contribute to HR/Admin policy development, and assist in generating and maintaining data on trends, risks, and opportunities. The incumbent will undertake projects in support of HR/Admin initiatives, generate operational workforce data for planning, and ensure appropriate mapping of HR and administration processes. Responsibilities include developing, implementing, and updating HR/Admin related working instructions, templates, and tools, communicating HR/Admin policy changes, and encouraging line management to implement HR policies effectively. The HR Officer will also provide administrative advice and support to program staff, inform personnel about their conditions of service, and support talent acquisition activities, including recruitment, onboarding, and performance management. The role requires overseeing accurate administration of entitlements, payroll, and personnel reporting, as well as maintaining personnel records and facilitating training initiatives for staff on HR and admin topics.
Required Qualifications: Applicants should possess a Bachelor's degree in business administration or a related field, along with at least 3 years of HR experience in a related role, preferably within the INGO sector. Candidates must demonstrate knowledge of and experience supporting investigations, possess excellent interpersonal and communication skills, and have strong time management skills with attention to detail. Previous experience working with an HR Information System and database management, including Microsoft, is essential. Analytical skills, strong organizational skills, and knowledge of South Sudan's legislation and compliance regulations are also required. Experience in the Maban field office is considered an added advantage.
Educational Background: A Bachelor's degree in business administration or a related field is required for this position.
