Job Overview: The Supply ChainCoordinator – Cross Border is tasked with the operational implementation and management of supply chain activities that support cross-border programs in Sudan. This role is pivotal in ensuring efficient procurement, logistics, fleet, warehouse, and asset management operations that align with Relief International's policies and donor regulations. The Coordinator is responsible for execution, compliance, and coordination, ensuring that goods and services are delivered timely to programs operating in a complex cross-border environment. This position also supports the Supply Chain & Operations Manager by maintaining operational systems, supervising field-level supply chain staff, and facilitating smooth cross-border movements of supplies, which is essential for the success of the programs.
Duties and Responsibilities: The duties and responsibilities of the Supply Chain Coordinator include:
Procurement and Operational Support: Implementing approved procurement plans in collaboration with program and finance teams, processing procurement requests, maintaining procurement tracking tools, supporting framework agreement management, ensuring compliance with procurement documentation for audits, and conducting market price checks.
Cross-Border Logistics Coordination: Coordinating shipments between Chad and Sudan, preparing customs clearance documentation, tracking cargo movements, maintaining shipment tracking reports, and liaising with logistics partners for efficient delivery.
Warehouse and Stock Management: Supervising daily warehouse operations, ensuring proper goods receipt and storage, maintaining accurate inventory records, conducting stock reconciliations, and overseeing guest house operations for staff and visitors.
Fleet Management: Monitoring vehicle allocation and usage, maintaining vehicle logbooks and maintenance schedules, supporting fleet movement planning, and ensuring proper asset management.
Compliance and Reporting: Ensuring compliance with RI policies and donor regulations, maintaining organized filing systems, supporting audit processes, and submitting operational reports.
Team Supervision and Capacity Building: Supervising Supply Chain Officers and Assistants, providing on-the-job training, supporting performance monitoring, and promoting teamwork between program and operations teams.
Required Qualifications: The position requires a dynamic individual with a proven ability to achieve results in a fast-paced environment. Essential qualifications include a Master’s degree in supply chain management, Business Administration, International Development, Social Sciences, or a related field, along with five to ten years of progressive management experience, including at least five years in international supply chain management within emergency contexts. Experience in managing partnerships with NGOs and donors, knowledge of supply chain procedures, and demonstrated excellence in training staff are also required. Strong grant management experience and familiarity with multiple donors are essential, as well as comprehensive knowledge of supply chain principles and logistics.
Educational Background: Candidates must possess a Master’s degree in supply chain management, Business Administration, International Development, Social Sciences, or a related field. Equivalent experience in a related field may also be considered. The educational background should reflect a strong foundation in supply chain management and related disciplines, equipping the candidate with the necessary skills to navigate the complexities of supply chain operations in challenging environments.
Experience: The role demands five to ten years of progressive management and leadership experience, with a minimum of five years in international supply chain management, particularly in emergency settings. Candidates should have experience in procurement, transport, distribution, warehouse management, and institutional partnership management with NGOs and donors. Previous experience in staff management and logistics within volatile contexts is highly advantageous, as is a solid understanding of security" style="border-bottom: 1px dotted #007bff !important;">security and risk management.
Languages: Fluency in both French and English is mandatory, with excellent writing and communication skills in both languages. Knowledge of Arabic is considered an added advantage, enhancing the candidate's ability to communicate effectively in the region and with local stakeholders.
